Abstract

Government public relations is an institution and / or individual government organizer, who performs management functions in the fields of communication and information and public relations to the public, stakeholders and vice versa. In 2016, there was an arrangement of regional equipment in Central Java Province, one of the disciplined organizations was the Central Java Regional Secretariat Public Relations Bureau which had to be abolished from the governance structure of the Central Java Provincial Government. The gap that arises from structuring the organization of the regional apparatus of Central Java Province with the explanation of the ideal government public relations mentioned above, becomes a research problem that is trying to find the cause of the Central Java Secretariat Public Relations Bureau removed from the Central Java Provincial Government. This study aims to determine the cause of the elimination of the Regional Secretariat Public Relations Bureau of Central Java Province. In order to answer the purpose of the study, researchers sought the causes of the elimination of the Public Relations Bureau through three phases, namely the perception of public relations performance by stakeholders, the reason for determining Public Relations elimination when structuring Regional Organization Unit (SOPD), and Central Java Provincial Government Public Relations function after SOPD structuring. The results of the research that have been carried out explain that the cause of the Central Java Provincial Secretariat Public Relations' elimination is that both the national and regional levels, Public Relations has not become a strategic function so that policies that weaken Government Public Relations appear. is the result of the consultation of the Special Committee with the Regional Head (Governor). Structural reduction occurs, and revitalization of the Public Relations function of the Central Java Government, which has considered the size of the organization through recommendations on institutional mapping, the significance of Public Relations from the implementation of Public Relations through perceptions of its performance, and organizational characteristics through subjectivity of regional heads. The Practice of Public Relations Reduction of the Central Java Government because it is hidden under the nomenclature / naming of agencies which do not mention Public Relations (General Bureau and Office of Communication and Information). Overlaps occur, and work throws due to the division of public relations functions in two agencies (Public Relations and Protocol Division of the General Bureau and the Office of Communication and Information).
