Implementasi Kebijakan Penanganan Penyelundupan Pakaian Bekas di Provinsi Riau, Indonesia

Abstract

This research aims to describe about secondhand clothes smunggling and its implementation of Legistation Number 7 of 2014 as Indonesia’s government effort to overcome secondhand clothes smuggling in Indonesia spesifically in Riau. This research is a descriptive research by guided to transational crime concept by United Nation Convention againts Transnational Organized Crime an public policy theory by Van Meter and Van Horn called a model of policy implementation process wich describe that a policy implementation affected by five factors: policy’s standardization, resource, agent characteristic, and society condotion (social, economy, politics). This research is a qualitative research using interview and literature studies as the data source. The result is factor explication about standardization of Legislation number 7 of 2014 affect the policy implementation and also there is an affect from economy condition in Riau that cause any resistance about the policy
