Abstract

Background : Maternal mortality rate (MMR) in Indonesia or Banyumas Regency still high and has not reached its MDG’s target. Many programs were designed to decrease MMR such as EMAS. One of EMAS components is SIJARIEMAS (Network Information System of Maternal and Neonatal Referral). It was expected that SIJARIEMAS program would decrease MMR through prevention of ‘3 delays” in particular, delay of referral and treatment. Aim : To understand the implementation of SIJARIEMAS based on human resources, facility and infrastructure availability, as well as standard procedure at Emergency Room RSUD Prof. Dr. Margono Soekarjo. Methods : This research applied parallel mixed method. Quantitative data were collected with checklist, whereas qualitative data were collected by observation and in depth interviews. Results : Emergency Room officers who are in charge of answering referrals and super admin of SIJARIEMAS didn’t face any significant obstacles. However, program users and special use of SIJARIEMAS still had some problems. There was no employee specialized to run the operator jobs. Facilities and infrastructure were incomplete, lacking mobile phone to send SIJARIEMAS information. The procedure practice at the hospital has run well but SIJARIEMAS users had not fully followed the procedure correctly. Conclusion : Implementation of SIJARIEMAS at the Emergency Room RSUD Prof. Dr. Margono Soekarjo has run well but not optimum. Keywords: SIJARIEMAS, referral system, EMAS Program
