Abstract

As a public service body (Badan Layanan Umum), Universitas Negeri Semarang has to provide remuneration (in a form of point which will be cashed in a certain period) as a substitution of salary cash payment for any extra-work. This policy reduced the working performance quality of the public servant because of the lack understanding and readiness of the staffs about the regulation and due to the not optimal communication strategy. This research aims to analyze the effect of communication strategy of remuneration policy towards the understanding, readiness, and working performance of the staffs in Universitas Negeri Semarang based on the Karl Weick’s theory of organization. The population of this research is all public staffs in Universitas Negeri Semarang. I delivered questionnaire to 198 respondents and analyzed the response using Partial Least Square (PLS). The results suggest that there is positive effect of communication strategy towards the readiness and working performance of the staffs but there is no effect on the understanding about the remuneration. While the performance variable is a form of adjustment to the response that occurs. From these results, I hope the Universitas Negeri Semarang could increase the communication effectiveness for every policy changes and hold more activities to improve the staffs’ understanding about the new regulation especially the remuneration and other institution can use this research as reference for implementing a good communication for other needs such as increasing human resources, socializing regulations or other form of social campaigns.
