STRATEGI KOMUNIKASI POLITIK PARTAI FRETILIN UNTUK KOALISI MEMBENTUK PEMERINTAHAN TIMOR LESTE PERIODE 2017–2022

Abstract

The Fretilin party as a party in the National Parliamentary elections which was held on July 22, 2017 with a vote of 23 out of 65 seats in the National Parliament as a political party that won elections for government after the constitution. However, representatives of the Fretilin Party, in the National Parliament are not religious (50 + 1), it is in accordance with the constitution to combine 2 political parties or more to display government. The purpose of this study was to determine the messaging strategy used by the Fretilin Party by using assistance from the CNRT, PLP, PD, and KHUNTO parties to coalition and seek power for the 2017-2022 period of government. The formation of the Timor Leste Government for the 20172022 period was a government formed by a coalition of the Fretilin Party and the Democratic Party (30 seats) where with the acquisition of the 23seat Fretilin Party and the Democratic Party 7 seats from the total seats in the 65-seat National Parliament. The theory used in this study is the theory of fulfillment acquisition Gerald Marwell and David Schmitt and Harold Lasswell. The paradigm in this writing is the interpretive paradigm by using phenomenological traditions and descriptive qualitative methods. The results of this study indicate that the political communication strategy of the Fretilin Party for the coalition formed a Government using the message strategy to get coalitions and power was not fulfilled so that the formation of the Government was a forced government consisting of the Fretilin Party and the Democratic Party. The AMP block operation in the National Parliament which consists of the CNRT, PLP, and KHUNTO parties is a stronger one. The formation of the Timor Leste government for the 2017-2022 period was a failed Government so that the Republican President dissolved the National Parliament and announced a re-election.
