Politisasi Anggaran Jelang Pilkada (Studi Kebijakan dan Penggunaan APBD Kabupaten Wonosobo pada Pilkada 2010)

Abstract

in partaking of the incumbents into local elections, there is a potentiality to use local budget as a financial resource; including to backup political campaigns held by those head of districts/municipals. The main purposeof those budgeting politics is to maintain their political support from the local social and political organisations. All of those kinds of actions are possible since the incumbents have the authority to propose a local budget draft which will be discus and later decide by local parliament. Aim of this research is to investigate the possibility of budget politization done by the head of Wonosobo District, especially budget items for grant and social assistance fund, before local election wa held. The results of this research shows that the definition of those two kinds of budget items are blurry and infirm; including the easiness in making its liabilities. Besides, the local parliament faced difficulties in doing their budget items.
