EFEKTIVITAS SERTIFIKASI EKOLABEL PADA PERUM PERHUTANI KPH KENDAL

Abstract

Kerusakan hutan tropis yang terjadi pada saat ini semakin parah, termasuk Indonesia. Berdasarkan Forest Watch Indonesia (FWI) (2015:5), laju deforestasi di Indonesia selama tiga periode mengalami penurunan yakni 1,8 juta ha/tahun pada kurun waktu 1985-1997, sekitar 2,84 juta ha/tahun pada kurun waktu 19972000 dan sekitar 1,51 juta ha/tahun dalam kurun waktu 2000-2009. Sertifikasi Ekolabel merupakan suatu instrumen pengelolaan hutan dengan tujuan untuk menjaga kelestarian sumberdaya hutan maupun fungsi hutan. Dalam sertifikasi terdapat prinsip-prinsip yang menjadi acuan dalam pelaksanaan kegiatan pengelolaan hutan sampai dengan kegiatan pemasaran hasil hutan. Sertifikasi ekolabel memberikan manfaat ekologi, ekonomi dan sosial sehingga menjadikan pengelolaan hutan lebih baik. Penelitian ini dilakukan untuk mengetahui tujuan dan manfaat sertifikasi ekolabel sebagai dasar untuk menentukan efektifitas sertifikasi. Dalam hal ini, efektivitas sertifikasi diartikan sebagai tingkat keberhasilan sertifikasi dalam mencapai tujuan dan manfaat yang diperoleh bagi Perum Perhutani KPH Kendal ditinjau dari aspek ekonomi, ekologi dan sosial. Selain itu, penelitian ini juga bertujuan untuk mengetahui kendala yang dialami dalam proses sertifikasi dan menentukan prioritas strategi peningkatan implementasi sertifikasi ekolabel pada Perum Perhutani KPH Kendal. Penelitian ini merupakan penelitian deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam kepada key-informants, metode snow ball, penelusuran dokumen dan observasi di lapangan. Perumusan-perumusan strategi prioritas dianalisis menggunakan Analityc Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa tujuan sertifikasi ekolabel di Perum Perhutani KPH Kendal telah tercapai antara lain peningkatan kinerja pengelolaan hutan secara lestari, kenaikan harga (premium price), peningkatan akses pasar dan pengakuan publik. Sedangkan manfaat yang diperoleh yaitu peningkatan pengetahuan, peningkatan peran serta/keterlibatan Masyarakat Desa Hutan dalam pengelolaan hutan, pemenuhan hak-hak pekerja dan peningkatan citra perusahaan, pemeliharaan keanekaragamn hayati, perlindungan Kawasan Bernilai Konservasi Tinggi (KBKT) dan kelestarian fungsi hidrologi. Pelaksanaan sertifikasi di Perum Perhutani KPH Kendal telah berjalan secara efektif karena lebih dari 50% parameter keberhasilan sertifikasi telah tercapai. Prioritas strategi peningkatan implementasi sertifikasi ekolabel di KPH Kendal yang dapat diterapkan antara lain peningkatan kapasitas SDM Perhutani KPH Kendal dan Masyarakat Desa Hutan (MDH), adanya komitmen manajemen dalam implementasi sertifikasi, perubahan budaya perusahaan yang berorientasi jangka panjang dan mengikuti perkembangan pasar global, serta melakukan inovasi metode pemasaran kayu. Forest Watch Indonesia (FWI) reported, the deforestation rate in Indonesia have been decreased during three periods (1985-1997) about 1.8 million ha/year, (1997-2000) about 2.84 million ha/year, and (2000-2009) about 1.51 million ha/year (2015:5). Ecolabel certification is an instrument of forest management with the purpose of preserving forest resources and forest functions. In certification system, there are principles that become the parameter in the implementation of forest management activities until marketing activities of forest products. Ecolabel certification provides ecological, economic and social benefits to support better forest management. This research was conducted to identify the objectives and benefits of ecolabel certification as standard to determine the effectiveness of certification. In this case, the effectiveness of certification is defined as the success rate of certification in achieving the objectives and benefits for the case of Perhutani Perhutani KPH Kendal from the perspective from economic, ecological and social aspects. In addition, this objective of study is to determine the constraints in the implementation of certification process and to determine the priority strategy to improve the implementation of ecolabel certification in Perum Perhutani KPH Kendal. This research method is a qualitative descriptive research by using data collection methods through in-depth interviews to the key-person informations, snow ball method, also through literature study and field observation. Priority strategy formulations are analyzed using Analityc Hierarchy Process (AHP). The results show that the objectives of ecolabel certification in Perum Perhutani KPH Kendal have been achieved, such as performance improvement of sustainable forest management, increasing of price (premium price), increasing market access and public recognition. The benefits that have been achieved such as increasing knowledge, increasing participation/ involvement of Forest Village Community in forest management, fulfillment of workers rights and the improvement of corporate image, maintenance of biodiversity, protection of High Conservation Value Area (HCVF) and sustainability of hydrological function. The results show that more than 50% of the parameters of certification have been successfully achieved. Moreover, it can be concluded that the implementation of certification in Perum Perhutani KPH Kendal has been running effectively. The priority strategies to improve the implementation of ecolabel certification in KPH Kendal can be implemented through the enhancement capacity of Perhutani KPH Kendal and Forest Village Community, the commitment of management in the implementation of certification, corporate culture change in long term orientation and following with the global market development, and innovation of wood marketing methods.
