Abstract
Development is an effort to encourage economic growth of the community, but development in Indonesia is still experiencing inequality between development in the city and in the village. To reduce the inequality The central government provides incentives to village governments through Alokasi Dana Desa (ADD) as a source of village income. ADD income must be managed by the village government well to encourage the success of village development which is currently more focused on community empowerment in its management. The problem that arises is how the management of ADD in community empowerment? The purpose of this study is to know the process of ADD management in the community empowerment and influencing factors, and also improvement effort of ADD management in Margomulyo Village. Method of this research is qualitative descriptive, with data analysis method according to Spradley and test of sincerity with source triangulation technique. The results of this study show that in the management of ADD has not fully empower the community in every stage. Planning stage of ADD until empowerment process awakening, seen from not maximal effort of awareness potency owned by society. Organizing stage is still in the process of understanding, seen from the still miscommunication between the related village devices. The actuating stage has reached the process of using the human potential of the community owned by the village government's efforts to encourage community participation to assist in the implementation of ADD. Stage of controlling has reached the process using of potential owned, seen from the opening of public participation in conducting direct supervision. Factors affecting ADD management in empowerment include leadership, human resources managers, management management, community participation and community culture.
