Abstract

Semarang mengalami peningkatan jumlah penduduk setiap tahunnya. Peningkatan jumlah penduduk sebanding dengan permintaan hunian yang dalam pemenuhannya menyebabkan peralihan fungsi lahan. Lokasi studi dipilih Kelurahan Sendangmulyo, Sambiroto, dan Mangunharjo yang terletak di hulu sub-system Banjir Kanal Timur. Analisis dilakukan untuk mengetahui dampak akibat peralihan fungsi lahan dan upaya untuk meminimalisasinya. Berdasarkan analisis, dalam rentang waktu 2007-2016, terjadi peningkatan peralihan fungsi lahan sebesar 119 Ha. Dengan EPA-SWMM diperoleh peningkatan aliran permukaan rata-rata sebesar 0,286 m3/dt setiap tahunnya. Analisis sosial dilakukan dengan metode deskriptif kuantitatif, dengan wawancara kepada warga di luar perumahan. Hasil yang diperoleh yaitu terdapat genangan saat musim hujan dan aliran air di atas jalan saat musim hujan menyebabkan kerusakan jalan. Penanganan limpasan hujan untuk meminimalisasi dampak seharusnya dilakukan oleh pengembang, sebagai lokasi analisis digunakan Perumahan The Hill Tamansari. Hasilnya perumahan The Hill Tamansari sudah membatasi debit air yang dialirkan ke luar kawasan. Karena tidak optimal, maka terjadi genangan di dalam kawasan. Dengan menambahkan 395 unit sumur resapan dan 11.944 unit lubang resapan biopori, genangan tereduksi 100%. Berdasarkan hasil analisis yang dilakukan, setiap peralihan fungsi lahan sebesar 50 m2 menyebabkan peningkatan aliran permukaan sebesar 0,14L/s. Saran untuk pemerintah supaya menambahkan ketentuan perijinan pendirian bangunan yang mewajibkan setiap pembangunan 50 m2 lahan membangun satu sumur resapan. The result is that there are puddles during the rainy season and the water flow over the road during the rainy season causes road damage. Handling rainfall runoff to minimize the impact should be done by the developer, as the location of analysis used The Hill Tamansari. The result of The Hill Tamansari housing has limited the flow of water that flowed out of the region. Because it is not optimal, there is a puddle inside the area. By adding 395 units of absorption wells and 11,944 unit of biopori infiLation holes, the puddles are reduced by 100%. Based on the results of the analysis performed, each shift of land function by 50 m2 causes an increase in surface flow of 0.14 L/s.
