Abstract

The Pulo Gebang Integrated Terminal is proof that the Government DKI Jakarta Province is committed to improve services public transport to the public. But in reality it is seen that utilization of stakeholder network by DKI Jakarta Provincial Government for improve the service of the Pulo Gebang Integrated Terminal is still far from the word optimal. The problems that arise are: How the Government's efforts in involving stakeholders in the policy of optimizing Integrated Terminals Pulo Gebang? How to role stak eholder involved in the policy optimization of Pulo Gebang Integrated Terminal? The purpose of this study is to explain the government's efforts to engage stakeholders in Pulo Gebang Integrated Terminal optimization policy, and explain the role stakeholders involved in the Pulo Integrated Terminal Optimization Policy Gebang. Research is conducted using public policy theory, and network management. The method used in this research is the method qualitative. Data collection techniques were conducted using interviews with resource persons, written document review, and supporting literature. The results showed that the use of stakeholder networks by the Provincial Government of DKI Jakarta in creating the Terminal service The optimal integrated Pulo Gebang is not good enough. Although the Department Transportation of DKI Jakarta has established the City Transportation Council of Jakarta which serves as a miniature community. This is evidenced by complaints from various stakeholders outside the Government who assume lack of involvement in policy planning directly. Role stakeholders are only limited to the implementation of a policy issued by Government. Therefore, the Government should better utilize the network better to create the Pulo Gebang Integrated Terminal optimal.
