PROSEDUR KENAIKAN PANGKAT DI BADAN KEPEGAWAIAN DAERAH (BKD) PROVINSI

Abstract

The Promotion is an award given on the basis of work and dedication of the Civil Servant concerned to the State. Law No. 23 of 2014 on Regional Governments on Changes in Affairs and Human Resources. Human Resources include payroll, budgeting, and structure / organization. An employee must be considered starting from salary, benefits, awards, bonuses, career ladder and others. The purpose of this research is to describe the Procedure of Promotion at Regional Personnel Agency (BKD) of Central Java Province. This research uses qualitative research. The author uses data collection techniques by interview, documentation and literature study. The results showed that the type of promotion that has been run in the Agency Personnel (BKD) Central Java Province is the promotion of choice, regular promotion and promotion of diploma adjustment. Promotion at the Regional Personnel Board (BKD) is run based on Government Regulation No. 99 of 2012 on the promotion of civil servants. Based on the results of research conducted it can be seen that the promotion in the Regional Personnel Board of Central Java Province is still experiencing obstacles. This can be seen in the presence of employees who do not complete the file, late in completing the file according to the requirements given, and the lack of human resources in the promotion procedure in the Regional Personnel Board (BKD) of Central Java Province.
