Abstract
Not all employees can get a chance to get promoted. Promotion is one form of appreciation given by the Government only for employees who have demonstrated work performance. Provisions including procedures and requirements for promotion of Civil Servants are stipulated in Law Number 43 Year 1974 concerning the Principles of Personnel. The purpose of this research is to describe the Procedure of Rank Increase in National Land Agency (BPN) of Semarang City according to the prevailing laws and regulations. The research method used qualitative-descriptive approach. Data collection techniques used by the authors are observation, interviews using an interview guide with an informant in BPN Semarang, as well as literature study techniques. Based on the research findings, BPN Semarang only serves certain types of promotions: regular promotion, promotion of rank and promotion of diploma adjustment. In the implementation, there are still some problems that occur so that inhibit the promotion procedure. These problems are incomplete file requirements and files not in accordance with the provisions that have been set. Suggestions that can be given to the author of BPN Semarang city related problems that occur is the creation of system data archiving system Civil Servants who want promotion by field development staff BPN Semarang City and Renewal (upgrade) automatic ASN data search system in the central data center, so Field development BPN Semarang employees do not need to look for data PNS manually.
