Abstract
This research was conducted at the Central Java Provincial Personnel Board. Background in this research is Civil Service is needed to give limitations to the employee in positioning himself as public servant and in carrying out its main duty and its function in Badan Keppegawaian Daerah Provinsi Jawa Tengah Semarang. The author uses descriptive research type using qualitative data to find out how the Mutation System in the Regional Personnel Board of Central Java Province of Semarang. techniques of collecting interview data and observation. The result of the research shows that Mutation System in Regional Official of Central Java Province of Semarang is done if necessary the management of personnel in accordance with the provisions. Personnel management refers to the 8 areas of change that have been submitted by the Ministry of PAN (State Administrative Empowerment) and RB (Bureaucratic Reform) so that ASN can perform the task maximally in carrying out the service to the community. Suggestions that writers can convey in this research is in doing Mutation System should still run the procedure well and carefully in order to receive candidates Mutations get qualified employees and in accordance with needs.
