PRAKTIK SHADOW STATE DALAM PENYELENGGARAAN PEMERINTAHAN PADA PERIODE KEPEMIMPINAN SITI MASITHA- NURSOLEH DI KOTA TEGAL

Abstract

The phenomenon of shadow state is essentially an organization of the Government which is controlled by parties outside the formal government which has no legality to manage the operations of the Government. This research was conducted to discuss the shadow state occurring in the Organization of Government in the city of Tegal on leadership under Siti Masitha-Nursoleh.Also, tryingto give explanation about thefigure behind the shadow state practice, the type of shadow state itself and it is impact. These problems was examined by using the theory of shadow state and bureaucracy of the patrons of the client. both of these theories are related in explaining about the shadow state in the conduct of the Government in the city of Tegal. The research method used was the qualitative approach with primary data gathered through deep interviews conducted with some of the informants. While secondary data collection was done through the study of documents, reports, files, or other resources related to research. The data is then analyzed and drawn information relevant to the theme of the research is to produce a conclusion over the results of the research. Research results show that the phenomenon of shadow state in the Government of the city of Tegal under Siti Masitha-Nusoleh, thereis an indication that the shadows state practice was done since Siti Masitha-Nusoleh choosen by the public as the leader. following the result of studies, the shadows state that involve the government in Tegal were Intervention formakingpublic policy and regulation, intimidate Civil Servants in Tegal, and set the bureaucratic organizational structure of Government in the city of Tegal. Moreover, in this study also describes the relationship between the Mayor of Tegal with the figures that accused as an actors practice shadow state in the Organization of the Government of the city of Tegal.
