PERAN PEMERINTAH KOTA SEMARANG DALAM PEMBERANTASAN PUNGUTAN LIAR DI PELAYANAN PUBLIK

Abstract

Public Service in providing licensing services are now familiar with the attendant bureaucracy that often provide a very complicated procedure. This study will reveal the performance in providing licensing services Building Permit as an indicator of good governance. This study aimed to analyze the efforts and the factors that hinder the Semarang city government in combating illegal fees in licensing services Building Permit at the Department of Investment and Integrated Services One Stop (DPM- PTSP) Semarang. In this study, researchers used a descriptive approach qualitative research methods, the research illustrates a phenomenon that has been going on and analyze the phenomenon through qualitative research procedures. The results of this study in the realization of public services such as service licensing, DPM-PTSP Semarang not provide licensing services according to standards of excellent service. In realizing the licensing service still failing to meet the service of what has been determined in accordance with standards of public service, that is no problem at the speed of service and service schedule certainty. Standard Operating Procedure (SOP) has not run optimally. There is no fee service personnel official request to accelerate the licensing service poses, other than that not a few applicant permit to use the services of brokers to take care of licensing because the licensing process convoluted.
