Abstract
Government analysis on public services with The Information Systems Of Village And Pemalang Areas (SIDEKEM), case study in Ulujami Sub-district Pemalang District have an aim to explain the reason for the success of Ulujami sub-district on applying SIDEKEM systems, the obstacles of Ulujami sub-district to apply SIDEKEM systems on services in their village office, the role of Informatics and Village Empowerment Center (PUSPINDES) against its success and the last responds that is felt by society who are using the services in Ulujami Sub-district related with the application of SIDEKEM systems. The method that is used in this research is mix method research with Embedded Concurrent Strategy, where qualitative and quantitative data collection was conducted at the same time. In gathering data, the researcher conducted the interview with Department of Community and Village Government (DINPERMASDES) Pemalang District, PUSPINDES Pemalang District, Ulujami Sub-district office and also spread the questionnaire to society in Ulujami Sub-district areas. The researcher also uses secondary data from document data about SIDEKEM and another literature sources such as books and journals. The application of SIDEKEM brings transformation towards government performance and give impact to society. The existence of SIDEKEM systems does not only aim to increase the quality of village office services in Ulujami Sub-district but also easing the society to fulfill the needs of correspondence from village office because it's already based on technology. However, the main obstacle to the SIDEKEM systems application is the ability of human resources on using SIDEKEM systems in village office services, in this case, is village officials, that caused the process of services still being hampered, and also undisciplined manner of village officials in terms of following the training that is held by PUSPINDES. Then, it is seen from society responds as the users of village office services in Ulujami regarding SIDEKEM systems, SIDEKEM systems able to give positive impact, even though most of the society said that they “don’t know” regarding the enactment of SIDEKEM systems on the services in village office, and society does not feel the significant difference because basically the transformation still very felt only in village government.
