EVALUASI KEBIJAKAN PROGRAM JAMINAN KESEHATAN DAERAH DI KABUPATEN SEMARANG TAHUN 2014-2015

Abstract

Health is a fundamental rights of everyone and every citizen desire to get health service. Doing for their activity, every people are need healthy body. For some people, health is so expensive, even there’s a quote said “orang miskin dilarang sakit”. That prespective could be happened, because of the topic that has revealed lately is about how difficult for poor peoples to get their good health service from the government. It is make happened because of economic problems, because poor peoples can’t pay the medical threatment that they should be paid. As that prespective, it doesn’t make that the government is quiet. Especially government of Semarang Regency has released a policy JAMKESDA (The Guarantee of Regional Health) in Semarang Regency though in Perbup No. 7 in 2015 to assist in health service for poor peoples. That’s in order, to identity the effectivity of this policy, the writer formulates research problem into this to “What effect from JAMKESDA program for civil society in Semarang Regency?” This research has a purpose to describe implementation process of JAMKESDA program in Semarang Regency, and also to figure out it’s impact. Type of this research is gathered descriptive research. The primary source of this research is from inerviews with the informants using purposive sampling technique. The data analysis technique is by data reduction, served and took the conclusion. The result shows unsisted of that JAMKESDA policy was helped poor peoples for financing assistance of health service. This policy shown satisfaction of civil society who has low economic income. Suggestion from the writer is the budget of JAMKESDA program is need to be developed, the price of health service for is increasing every year. It is important to covers health needs poor people in Semarang Regency.
