Abstract

In Yogyakarta Province, the availability of the funds for provincial road maintenance and rehabilitation programs is very limited, therefore, an optimization of the existing funds by prioritizing road maintenance and rehabilitation programs is required. For this purpose, an analysis on the priority of the programs in Yogyakarta province was proposed. This analysis was based on local characteristics of Yogyakarta province. A questionnaire survey, as primary survey, was conducted to obtain different point of views of the characteristics from 20 respondents representing 6 government agencies and 1 travel agency as stakeholders/policy decision makers on provincial road in Yogyakarta province. The selection of those respondents was based on purposive-sampling method. The results obtained were used to determine the criteria and sub criteria of the characteristics and their respective weight. Meanwhile, the secondary data used was average daily traffic, statistics of sub-region of each district and tourism in Yogyakarta province, roads damage, and cost of road maintenance and rehabilitation. Then, the data was analyzed by using Analytical Hierarchy Process (AHP) method to produce the criteria and sub criteria weights. The next step is to estimate scores for each segment of provincial road based on parameters of each criteria and sub criteria. The priority ranking of the provincial road maintenance and rehabilitation program was obtained by sorting the total score of each road segment. The conclusion of the study is that the criteria reflecting the characteristics of Yogyakarta province considered in the analysis were traffic, accessibility, regional development, tourism development, road damage and maintenance and rehabilitation costs. It is found that there was a difference between the priorities held by the Provincial Government of Yogyakarta and those of the study, that is, there were only seven road segments, of sixteen segments, proposed in the government which are matched with the list produced by this study. This difference could be contributed by different methods used in performing road prioritization by the Provincial Government of Yogyakarta and this study.
