KINERJA PEMANFAATAN DAN PEMELIHARAAN PRASARANA AIR BERSIH DI KECAMATAN HARJAMUKTI KOTA CIREBON

Abstract

Water is one of human basic needs. Water supply however is not balanced with demand which is resulted by the annual growth of population. One of the efforts of Kota Cirebon Government is to fulfill citizen’s water demand which is not provided by PDAM by building deep water pump system and installation to supply water demand in RW 14 Perumahan Permata Harjamukti and RW. 03 Kedung Mendeng Harjamukti Sub-district in 2008. The management of water supply and maintenance of these infrastructures are managed by a committee of residents who live in each RW. During 2 years, there are changes in quality and quantity of water. The quality of water is not good as the first year of use and the quantity is in sufficient. The method of this research is descriptive qualitative which analyses the performance of water supply service, the performance of exploitation and maintenance of water supply infrastruction, the performance of water supply infrastruction, and the costumer satisfaction of water supply service. After analysing these performances, they are than compared with the performance of water supply infrastructure’s exploitation and maintenance between Perumahan Permata’s and Kedung Mendeng’s. The result shows that the performance of RW14Perumahan Permata is better than RW 03 Kedung Mendeng’s. However, based on that performance criteria RW. 14 Perumahan Permata’s is not perfect yet. Based on the performance of water supply infrastructures criteria, RW 14 Perumahan Permata is better than RW 03 Kedung Mendeng’s Performance. RW 03 Kedung Mendeng is better than RW 14 Perumahan Permata in water supply costumer satisfaction level. To improve the performance of water supply infrastructure utilization and maintenance as well as to improve water suplly in Harjamukti Sub-district, the canmitte of RW 14 Perumahan Permata and RW03 Kedung Mendeng conduct basic water control either biologically, chemically, and physically; maintain water source; maintain the production unit routine, periodically, and urgentl; intensify the communication with the costomers in formulating maintenance planning; inform the financial report and problems faced in field; and inverst some of the income to improve humn resource in managing water infrastructure.
