Abstract

The demand greater autonomy and public accountability cause some consequences for local governments to support one of Indonesia's agenda reform in the creation of good governance. Therefore, the managers of public sector organizations that set policy top managers to middle level managers are held by the professionals that they have. The involvement of professionals in the bureaucracy to bring the potential clash of culture, namely the occurrence of role conflict for professionals if the professional is part of birokatis. The study aims to find empirical evidence that professional orientation has positive influence on role conflict, and whether managerial orientation has positive influence on role conflict in public sector organizations. This study uses primary data. The population of this research is the government agency officials of Semarang, while the sample is the head of department / head of department or the planning staff (Kantor/Badan/Dinas) under the Government of Semarang. 300 questionnaires sent directly to the department head / head of department / head of section or part of the planning staff of agencies under the Government of Semarang. Responses obtained from 106 questionnaires were analyzed using multiple regression analysis approach to least squares method (ordinary least square). The results showed that professional orientation is significantly and positively to role conflict. The results also show that managerial orientation is significantly and positively to role conflict. Overall, the findings of this study indicate that the bureaucrats in the public sector organizations (management) can reduce the likelihood of role conflict by increasing their commitment to the goals of the organization and reduce the orientation towards the interests of professional and managerial within the framework of realizing organizational goals.
