FAKTOR-FAKTOR YANG BERHUBUNGAN DENGAN TINGKAT KELAYAKAN PENERAPAN KERANGKA KERJA FOCUSING RESOURCES ON EFFECTIVE SCHOOL HEALTH (FRESH) PADA SEKOLAH DASAR DI KECAMATAN BANYUMANIK KOTA SEMARANG TAHUN 2006

Abstract

Focusing Resources on Effective School Health (FRESH) merupakan suatu pengembangan program Usaha Kesehatan Sekolah (UKS) dalam rangka pencapaian Health Promoting School yang telah dicanangka pemerintah pada Rakernas UKS ke-7 di Solo bulan Desember 2004, namun hingga saat ini program tersebut belum dilaksanakan di Kota Semarang. Tujuan penelitian ini adalah untuk mengetahui faktor-faktor yang berhubungan dengan tingkat kelayakan penerapan kerangka kerja FRESH di sekolah dasar. Penelitian ini bersifat Explanatory Research dengan pendekatan Cross Sectional. Sampel yang digunakan adalah sekolah dasar (SD) di Kecamatan Banyumanik sebanyak 36 SD yang diambil secara acak secara Simple Random Sampling dengan respondennya adalah kepala sekolah atau pihak sekolah yang dianggap dapat mewakili. Dari hasil penelitian diperoleh 91,7% responden berpersepsi baik tentang kemampuan sumber daya manusia sekolah, 44,4% responden berpersepsi cukup tentang kemampuan anggaran sekolah untuk kesehatan, 86,1% sekolah telah lengkap memiliki sarana dan prasarana penunjang kesehatan, 52,8% sekolah telah lengkap memiliki pedoman kesehatan dan 75,0% sekolah layak untuk menerapkan kerangka kerja FRESH. Hasil uji statistik dengan korelasi Spearman Rank didapatkan ada hubungang persepsi kemampuan sumber daya manusia sekolah dengan tingkat kelayakan penerapan kerangka kerja FRESH (p=0,015) dengan r=0,410, tidak ada hubungan persepsi kemampuan anggaran sekolah untuk kesehatan dengan tingkat kelayakan penerapan kerangka kerja FRESH (p=0,126), ada hubungan ketersediaan sarana dan prasarana sekolah penunjang kesehatan dengan tingkat kelayakan penerapan kerangka kerja FRESH (p=0,015) dengan nilai r=0,404 dan ada hubungan ketersediaan metode berupa pedoman kesehatan dengan tingkat kelayakan penerapan kerangka kerja FRESH (p=0,001) dengan nilai r=0,589. Disarankan pihak sekolah dapat memperbaiki sarana dan prasarana yang telah rusak dan melengkapi sarana dan prasarana yang belum ada serta bagi pihak dinas kesehatan agar lebih proaktif dalam menyikapi informasi dan inovasi baru untuk kesehatan anak sekolah. Kata Kunci: tingkat kelayakan, penerapan kerangka kerja FRESH FACTORS RELATING WITH FEASIBILITY OF FOCUSING RESOURCES ON EFFECTIVE SCHOOL HEALTH (FRESH) FRAMEWORKS APPLICATION IN ELEMENTARY SCHOOLS AT BANYUMANIK SUBDISTRICT SEMARANG CITY IN 2006 Focusing Resources on Effective School Health (FRESH) is development of Usaha Kesehatan Sekolah (UKS) program to realize Health Promoting School (school with health promotion) which had proclaimed by govenment in the seventh Rakernas UKS at Solo, December 2004, but until today this program have not apply yet in Semarang City. The aims of this research were to find the factors related with FRESH framework application in elementary school. This is an Explanatory Research with Cross Sectional approach. Samples used were 36 elementary schools in Banyumanik sub district which was chosen by simple random sampling method and the respondents were the headmaster or school representative. This research found that 97,7% of respondents have good perseption abou the ability of human resources of the school, 44,4% of respondents consider that school budget concern to health is good enough, 86,1% of respondents consider that means of health and its infrastuctures of the school have completed, 52,8% of respondents said that the school have had complete health guidelines, 75,0% of schools was proper to apply the FRESH frameworks. Statistical test with Spearman Rank correlation found the relation between perception of human resources of the school ability and feasibility of FRESH frameworks application (p=0,015) with the r value is 0,410, there was no relation between perception about school budgets concern to health and feasibility FRESH frameworks apllication (p=0,126), there is relation between availability of school's means and infrastuctures of health and feasibility of FRESH frameworks application (p=0,015) with the r value is 0,404, and there is relation between availability of complete health guidelines at school with and feasibility of FRESH frameworks application (p=0,001) with the r value is 0,589. It's suggested to repair and complete means of health and its infrastuctures of the school and health department expected more concern new information and innovation of students health.
