Abstract

BUREAUCRACY REFORMATION JEMBRANA-BALI REGENCY (Case Study Concerning Jembrana Regency Succes in Prepare the Public Service Freely) Government of Jembrana Regency is the either Indonesian regency which success in doing bureaucracy reformation, whereas those success indicator can be seen from three considered superior factors of Jembrana Regency, that is, first, development education quality, second, degree development of public-health, third, purchasing power society development. Therefore, this research was done to know the factors which influence the success of government bureaucracy reformation Jembrana-Bali Regency. This reseach using case study approximation to Government of Jembrana Bali Regency as analysis unit, whereas research method which used were qualitative research method by descriptive type of case study. Research result shows that there were consint there keywords belong to Jembrana Regency after reformation, that was the leader who pro to the public, create the synergy relationship between legislative and excutive institutions, and support sense from bureaucracy apparatus. Meanwhile, there were consint five factors whichinfluence the success of bureaucracy reformation Jembrana-Bali Regency, first, commitment existence of local head and their effort role ini doing bureaucracy reformation, second, institutional restructuring, third, exertion of bureaucracy human reformation, fourth, utilization strategy of local asset, five,financial management.
