ASPEK KEUANGAN STUDI KELAYAKAN PROYEK RUANG ROENTGEN PUSKESMAS PERAWATAN BANDAR I KABUPATEN BATANG

Abstract

Roentgen merupakan rencana inovasi dalam upaya pengembangan puskesmas yang bertujuan mempercepat tercapainya visi puskesmas perawatan bandar I yaitu Kecamatan Bandar Sehat 2010. Berdasarkan keadaan tersebut maka direncanakan suatu investasi untuk mendirikan ruang Roentgen. Berdasarkan UU No 22 tahun 2000 pasal 5 tentang otonomi daerah maka pemerintah Kabupaten Batang bertanggung jawab terhadap semua pembiayaan milik pemerintah daerah, termasuk prpyek ruang Roentgen puskesmas perawatan Bandar I. Penelitian ini bertujuan untuk mengetahui kelayakan proyek ruang Roentgen puskesmas perawatan Bandar I ditinjau dari aspek keuangan. Jenis penelitian ini adalah penelitian deskriptif yaitu menggambarkan biaya investasi, biaya operasional, biaya perawatan dan aliran kas setelah proyek beroperasi, kemudian silakukan penelitian profitabilitas investasi menggunakan metode Average Rate of Return (ARR), Payback Period(PP), Net Present Value(NPV), Internal Rate of Return (IRR), profitability Index(PI). Perhitungan profitabilitas investasi dengan umur ekonomis proyek 10 tahun dan tingkat bunga yang disyaratkan 11,219% didapatkan hasil ARR sebesar 24,018%, PP sebesar 6 tahun 16 hari, NPV sebesar Rp 31,494,385,00 IRR sebesar 14,12% dan PI sebesar 1,15. Kesimpulannya adalah rencana proyek ruang Roentgen layak ditinjau dari aspek studi kelayakan proyek. penelitian ini belum menilai kelayakan proyek secara menyeluruh, masih ada aspek lain yang belum diteliti yaitu: aspek pasar dan pemasaran, aspek teknis dan produksi danaspek manajemen dan SDM, tetapi hasil penelitian ini merupakan masukan penting bagi pemerintah Kabupaten Batang. Kata Kunci: Roentgen , studi kelayakan, keuangan, profitabilitas investasi FINANCE ASPECT OF RONTGEN ROOM PROJECT FEASIBILITY STUDY IN BANDAR I OF NURSING PUBLIC HEALTH CENTRE IN BATANG DISTRICT Roentgen an innovation programs in developing public health centre (puskesmas) has the aim to accelerate the achievement of the public health centre vision, it is the healthy Bandar sub district in 2010. Based on that reason, it will be pro programmed an investment by setting up Roentgen room facility. Recording to the goverment regulation no 22 in year 2000 point 5 about regional decentralization, executive of Batang regency has duty to afford all public service cost, include the Roentgen project in Bandar I nursing public health centre. The aim of the research is know the feasibility study of the Roentgen room project related to the finance aspect. The method of research as adescriptive research, it describe the cost of the investment, operational cost, maintenance cost, the cash flow after operated, then measured the investment profitability by using the Average Rate of Return (ARR), Payback Period(PP), Net Present Value(NPV), Internal Rate of Return (IRR), profitability Index(PI). The calculation of the investment profitability compared with teen years age of economical project on rate of interest 11,219% got result ARR 24,018%, PP in 6 year 16 day, NPV Rp 31,494,385,00 IRR 14,12% dan PI 1,15. The conclution is the program of the Roentgen room project can be performed from the finance aspect feasibility study. The research has not measured the feasibility project all at once.
