Abstract

Pada tahun 1998 diketahui tidak kurang dari 1,3 juta anak bergizi buruk, Apabila masalah di atas khususnya bagi anak usia balita tidak segera ditanggulangi, akan sangat serius akibatnya di kemudian hari, karena masa usia anak balita merupakan masa kritis (critical period). Oleh karena itu pemerintah mengambil kebijakan antara lain melalui Program Pemberian Makanan Tambang Pemulihan(PMT-P)Makanan Pendamping Air Susu Ibu (MP-ASI)Blended Food, bagi banyi Gakin usia 6-11 bulan bergizi buruk/kurang(banyi sasaran)secara gratis;mulai dilaksanakan di seluruh Indonesia,termasuk di wilayah kerja Puskesmas Purwodadi I Kabupaten Grobokan pada tahun 1998/1999.Namun usaha tersebut khususnya di wilayah kerja Puskesmas Purwodadi I perlu dipertanyakan tingkat keberhasilannya,karena jumlah bayi sasaran pada tahun 2002-2003 masih tidak ada perubahan yaitu sebanyak 92 orang. Untuk itu penulis melakukan evaluasi melalui pendekatan kesisteman,titik berat pada dimensiproses; dengan tujuan untuk mengetahui secara menddalam fenomena dari proses manajemen pengelolaan PMT-P MP-ASI tahun 2002-2003. Lebih khusus lagi untuk mengetahui penyeelnggaraan dari setiap fungsinya serta faktor-faktor apa saja yang mendukung dan yang menghambat. Penulis mulai melakukan penelitian awal pada bulan Januari 2004 dan secara intensif pada bulan Juli 2004. Jenis penelitian ini menggunakan metode kualitatif, dengan nihnik pengumpulan data: Diskusi Kelompok Terarah (DKT), Wawancara Mendalam (W>M>) dan osbervasi dokumen. DKT kepada 9 orang subyek (Tenaga Pelaksana Gizi dan Bidan Desa). W.M. dalam rangka Cross-check dilakukan kepada Kepala Puskesmas Purwodadi I, 18 orang Kader Posyandu,18 orang Ibu-ibu sasaran dan juga kepada subyek. erunkap bahwa penyelenggaran fungsi-fungsi P1, P2 dan P3 belum efektif, karena penyelenggaraannya belum sesuai dengan yang telah digariskan. Hal ini sebagai akibat terutama dari aspek kinerja para pengelola program yang belum produktif. Saran bagi Dinas Kesehatan dan Kesejahteraan Sosial Kab. grobogan: 1.Statuktural eselon V: 2.Batasan usia bayi sasaran perlu penegasan lebih lanjut. Saran bagi Puskesmas: 1.Penyelenggaraan fungsi: P1, P2 dan P3 benar-benar dapat dilaksanakan secara utuh dan lengkap sesuai dengan ketentuan yang berlaku: 2.Segenap staf Puskesmas agar diarahkan lagi melalui Lokmin triwulan tentang manfaat pelaksanaan fungsi-fungsi menajemen operasional Puskesmas, dem mencapai tujuan progam kerja Puskesmas secara efektif dan efisies. Saran bagi Puskesmas: Penelitian lebih lanjut mengenai penyelenggaraan program PMT-P MP-ASI, akan lebih tepat jika menitikberatkan kepada aspek perilaku para pengelola programnya. Kata Kunci: Evalution of sub-system of Process EVALUATION AT RECORVERY FOOD SUPPLEMENTATION ACTIVITY WITH BLENDED FOOD AS BREAST MILK SUPLEMENT ( PMT-P MP-ASI ) IN PURWODADI I HEALTH CENTRE, GROBOGAN DISTRICT, 2002-2003 In 1998 there were not less than 1,3 milion chidren with bad nutrition. lf would bring about a serious effect in later time, bicause of the critical period of group of population. A government policy i.e. Recorvery food Supplementation Activity With Blended food As Breast Milik Suplement ( PMT-P MP-ASI) Program was impllemented to cope the problem among poor families infants of 6-11 month especially for those with bad nutrition, in free of charge; start executed by the totality Indonesia, inclussive in Purwodadi I Health Centre in 1998/1999. However, there is need to establish an evaluation, specialy in Purwoda I Health Centre, to answer a question whether or not changing, in the number of infant target in 2002-2003 that was 92. Wiriter start to condect research early at Januari 2004 and intenssively at July 2004. This study performed evaluation through a systemic-approach, with terh stressing into dimession of process, and with the objective was to analyse the process of management of PMT-P MP-ASI program in 2002-2003. The health centre management functions, including supportive and obstructive factors, were analysed. Study type used was qualitative method while data gathering technique: FocusGroup Discussion (FGD), In-depth Interview (I.I) and the document Observasion that were conducted from January 2004. An FGD of 9 participants was performed among health centre staff (Nutrition Functionaries and Village Midwife).At the same time, I.I with Head of Purwodadi I Health Centre, 18 village health post cadres, 18 Target mothers and also the research subyect has done to obtain accurate information. This study found the inplementation of Planning (P1), Actuating (P2) and Evaluating (P3) has not effective yet as they were indicated that the implementation of these functions has not fulfiled the standard from Health Centre Managemet Guideline. The situation is resuited from the performance of program holders who has not been productively worked especially. This study offers some recommendations to: The Grobogan District Health and Prosperity Service 1.The Status of administration staff should be change to be structural position with echelon V; 2.The definition of the infant targets should be set clearer in the implementation of the program. The Health Centres: 1.P1,P2 and P3 functions should be inttact implemented in the same manner as the standard; 2.The Health Centre Quarterly Workshop ( Lokmi Triwulanan Puskesmas ) in related to the benefit could be established to actuate the staff to meet the objectives of the health centre program effectively and eeficiently. Future Study: Further research about the implementation of PMT-P MP-ASI program would be more appropriate to consider the behaviour aspects of the health staff. Keyword : management functions
