Abstract

Pengukuran kinerja Puskesmas dengan stratifikasi selama ini kurang mendapat feed back berupa reward and punishment yang sepadan. Adanya pengembangan penilaian kinerja diluar stratifikasi yang bisa diukur dan ditumbuhkan dari dalam organisasi menjadi fokus perhatian. Balanced Scorecard(BS) dengan 4 perspektifnya yaitu keuangan, pelanggan,proses bisnis internal, serta pembelajaran dan pertumbuhan merupakan salah satu alat ukur kinerja yang bisa ditumbuhkan bersama dalam organisasi. Pada tahap awal pengembangan BS,perspektif pembelajaran dan Pertumbuhan sebagai pendorong ketiga perspektif lainnya perlu diketahui. Tujuan penelitian ini adalah untuk mengetahui hasil pengukuran kinerja Unit Rawat Jalan (URJ)Puskesmas Panggang II Gunungkidul dengan Metode BS Perspektif Pembelajaran dan Pertumbuhan. Metode yang digunakan adalah kuantitatif dan kualitatif dengan pendekatan cross sectional. Responden meliputi seluruh karyawan URJ Puskesmas Panggang II (10 orang). Informan untuk penelitian ini: Karyawan dan Kepala Puskesmas Panggang II. Data Kuantitatif dari Scorecard dipergunakan untuk mengetahui hasil rata-rata pengukuran 4 aspek meliputi : komitmen, kompetensi, sarana-prasarana-teknologi, serta iklim organisasi. Hasil tersebut kemudian dicari rata-ratanya untuk mengetahui hasil pengukuran kinerja perspektif pembelajaran dan pertumbuhan, kemudian dianalisa secara deskriptif. Data Kualitatif dianalisa sesuai literatur yang ada mengenai BS. Rata-rata hasil pengukuran aspek: komitmen 6,5;kompetensi 6,9;sarana-prasarana-teknologi 7,6; iklim organisasi 6,9. Adapun rata-rata hasil pengukuran kinerja perspektif pembelajaran dan pertumbuhan 6,9, termasuk dalam kategori nilai sedang. Hasil analisa data kualitatif adalah: rumusan visi-misi-tujuan Puskesmas PAnggang II telah sesuai kriteria Betlack; komitmen karyawan belum satu kata (masih belum satu komitmen); kompetensi memadai tapi perlu mengikuti perkembangan IPTEK; sarana-prasarana-teknologi sudah mencukupi namun kurang terpantau pemakaiannya; iklim organisasi masih kurang mendukung karena karyawan sulit mengungkapkan apa yang ada dipikirannya pada rekan kerjanya. Solusinya perlu ada forum non formal untuk evaluasi dan motivasi. Kekurangan penelitian ini adalah hanya 1 perspektif yang diteliti, sehingga perlu penelitian lanjut untuk mengetahui hasil pengukuran kinerja yang Balanced (seimbang). Kata Kunci: pengukuran kinerja puskesmas, Balanced Scorecard PERFORMANCE MEASUREMENT OF AMBULATORY SERVICE IN PUSKESMAS PANGGANG II GUNUNGKIDUL WITH BALANCED SCORECARD METHOD LEARNING AND GROWTH PERSPECTIVE IN 2005 Performance measurement of Puskesmas with 'Stratifikasi", so far, does not get appropriate feed back such as reward and punishment. The development of performance measurement outside of stratification that can be measured and develop from the inside of organization become the focus of interest. Balances Scorecard (BS) with 4 perspective, they are finacial, customer, internal business process, learning and growth (L & G). They are measuring tools for performance that can be developed together in the organization. In the beginning of development of BS, L&G as a support for three others perspective needs to be recognized. The purpose of this is to know the result of performance measurement of Ambulatory Service (AS) in Puskesmas Panggang II Gunungkidul with BS Method, L&G Perspective. Methods used are quantitative and qualitative with cross sectional approach. In this research, the respondents are all employees of Ambulatory service (AS) in Puskesmas Panggang II (10 persons). Informants for this research are the head and employees of AS in Puskesmas Paggang II. The quantitative data of BS is used for knowing average result of 4 aspects: commitment, competence, infra structure technology and organization atsmosphere. The average of the results are got to know the measurement performance of L&G perspective, and then it is analized descriptively. Qualitative data is analyzed as in literature on BS. Average result of measurement on commitment aspect 6,5; competence 6,9; infra structure technology 7,6; organization atsmosphere 6,9; and the average results of L & G measurement 6,9 (belongs to medium score). The results of qualitative data analysis are: the vision mission formula of Puskesmas Panggang II has been suitable with Betlack criteria; employee commitment is not one word (it has not been one word); competence is sufficient but needs to follow the progress of technology; infra structure technology is sufficient but is not good control in the usage; the organizational atsmosphere does not support the performance because employees are difficult to express what they have in their minds to friends. To overcome this problem, it needs a non-formal forum for evaluation and motivation. The weakness of this research is only one perspective that is examined, so it needs an advanced research to know the balanced results of performance measurement.
