Abstract

The research problem is started due to less appropriate environmental Management strategy, i.e. Prokasih of Babon basin which is implemented by Bapedalda (Environmental Impact Management Agency ) of Semarang. In the past experience1 mosf of policies have been formulated based on top down orientation. Thereafter, participation of community is not fairly high. As of now there is no research for community participation of Babon basin. Therefore? several questions need to be answered in this study: 1. boes Babon basin and its attributes have prospects for implementation of participative management program? 2. What are strategies can be implemented for the success of participative management in Babon basin. This study uses the multistage sampling method that covered (1) clustered sampling (2) Stratified and (3) Purposive sampling. Clustered sampling was F implemented to determine the sampling location. Hence, there are : Rowosari, Periggaron Kidul and Karangroto to represent upstream, middle stream and downstream of Babon basin, respectively. bescriptive statistic methods had been applied to identify the significance of resource’s attribute characteristics. Institutional analysis approach which is introduced by Pomeroy et al (1994 ) have been adopted with necessary modification for this study. The results showed that participation of community in the three segments of Babon basin are different. Although, the level of participation is far from complete, nevertheless, the respons of society towards development is quite good. There are five significant attributes in Babon basin which affect participation, namely intensity of resource commercializai-ion, formal education of community, depency of community toward resources, resource’s products distribution and resource damage. Those variables influenced the patterns of participation in the study area. The prospect of participative management in the three segments of Babon basin mainly is fairly goad. Among the three segments, the upstream one is the most better one. The more high potential participation of the community is the more better prospect for Bapedalda to introduce co-management concept to the society. Participative-management model that developed by this study could encourage community and stakeholders empowerment in economic, natural conservation and environmental law enforcement. All of these aims to achieve the ultimate goal of sustainable environmental management.
