Abstract
Abstrak Pandemi COVID-19 sejak akhir tahun 2019 telah mengakibatkan banyak kendala di berbagai aspek termasuk pelayanan kesehatan. RSUD KRMT Wongsonegoro merupakan rumah sakit rujukan bagi kasus COVID-19 dimana hal tersebut mempengaruhi jumlah operasi yang dilakukan di RSUD KRMT Wongsonegoro. Penelitian ini bertujuan untuk menyusun upaya peningkatan pemanfaatan kamar operasi. Penelitian ini menggunakan metode kualitatif dengan pendekatan observasional. Teknik pengumpulan data dilakukan melalui wawancara mendalam disertai triangulasi sumber untuk menguji validitas data. Terdapat 8 responden sebagai informan penelitian ini yang dipilih secara purposive sampling. Penelitian dilakukan pada bulan Desember 2020 sampai Juli 2021. Hasil penelitian menunjukkan penurunan pemanfaatan kamar operasi selama masa pandemic COVID-19 serta ketidakpuasan kebijakan jasa pelayanan, insentif, penjadwalan operasi, dan komunikasi internal. Masih terdapat kendala dalam kebijakan safety culture. Fasilitas dan pelayanan penunjang dirasa sudah cukup memuaskan meskipun terdapat beberapa kendala yang cukup bermakna. Petugas kamar operasi dirasa memuaskan namun terdapat beberapa kendala dalam menjalankan tugasnya. Komitmen dokter spesialis berupa normative dan affective commitment. Jumlah operasi dan pasien yang dikirim bervariasi dengan jam pelayanan di rumah sakit berkisar 6-8 jam per hari Penelitian menyimpulkan pemanfaatan kamar operasi selama pandemic berkurang dan terdapat beberapa kendala yang dapat diperbaiki untuk meningkatkan pemanfaatan kamar operasi pada masa pandemic COVID-19. Kata kunci: pelayanan bedah, kamar operasi, COVID-19 Abstract The COVID-19 pandemic since the end of 2019 has resulted in many obstacles in various aspects including health services. KRMT Wongsonegoro Hospital is a referral hospital for COVID-19 cases which affected the number of operations performed at the hospital. This study aims to find a way to increase the operating room utilization. This study used a qualitative method with observational approach. Data collection techniques were carried out through interviews with source triangulation to test the validity of the data. There were 8 respondents as informants, selected by purposive sampling. The study was conducted from December 2020 to July 2021. The results showed decrease in operating room utilization during COVID-19 pandemic and dissatisfaction towards service merit policies, insentifs, scheduling of procedures, and internal communications. There still are some obstacles regarding safety culture. The majority are satisfied with operating room officers, supporting facilities and services even though there are obstacles. Commitment of specialists in the form of normative and affective commitment. The number of surgeries and patients sent varies with hospital service hours ranging from 6-8 hours per day. The study concluded that the utilization of operating rooms during the pandemic was reduced and there were several obstacles that could be fixed to increase the utilization of operating rooms during the COVID-19 pandemic.
