Abstract

Konversi lahan mangrove menjadi tambak telah mengubah kondisi lingkungan di sempadan pantai Kecamatan Tayu Kabupaten Pati Jawa Tengah. Perubahan tersebut juga mengurangi fungsi fisik mangrove sebagai pelindung pantai dari gelombang, sehingga pantai tersebut akan rentan terhadap gelombang dan tidak mampu menjalankan fungsinya sebagai buffer. Tujuan penelitian ini adalah untuk mengetahui kondisi mangrove beserta lingkungan hidupnya, mengkaji kerentanan pesisir (CVI), mengetahui persepsi masyarakat serta merumuskan strategi pengelolaan mangrove di sempadan pantai. Penelitian ini merupakan penelitian studi kasus (case study), menggunakan analisis deskriptif dengan pendekatan kualitatif dan kuantitatif. Hasilnya menunjukkan bahwa luas lahan mangrove di Kecamatan Tayu Kabupaten Pati mengalami penambahan 20,17 hektar selama kurun waktu 5 tahun (2014-2019), hingga tahun 2019 luas lahan menjadi 54,35 hektar. Jenis mangrove yang ditemukan hanya 2 jenis yaitu Brayo (Avicennia marina) dan Bakau (Rhizophora mucronata) yang merupakan hasil replantasi. Jenis Avicennia marina mendominasi pada lahan mangrove dengan indeks nilai penting tertinggi pada semua kategori. Nilai Indeks keanekaragaman mangrove di kecamatan Tayu termasuk kategori rendah, dengan kondisi kerapatan mangrove pada tingkat pohon di desa Keboromo dan sebagian Dororejo kategori baik, sedangkan lainnya kategori jarang/rusak yaitu di desa Jepatkidul dan sebagian Dororejo. Kondisi mangrove pada tingkat anakan di semua lokasi kategori baik, sedangkan pada tingkat semai, mangrove kategori baik hanya di desa Dororejo, sedangkan lainnya kategori jarang/rusak. Parameter fisik lingkungan mangrove menunjukkan masih dalam kategori layak untuk pertumbuhan dan perkembangan mangrove. Rata-rata suhu pada kisaran 27,83 - 29,15°C. Derajat keasaman (pH) air pada kisaran 7,65–7,83, pH tanah berkisar antara 6,47–6,77. Salinitas air pada kisaran 34,33–35,53 ppt, dan Oksigen terlarut pada kisaran 5,07–5,42 mg/L. Nilai Indeks Kerentanan Pesisir (CVI) pada sepanjang pantai kecamatan Tayu, menghasilkan 2 kelas yaitu kelas tinggi dan rendah. CVI kelas tinggi ada di sekitar desa Jepatkidul, Sambiroto dan sebagian Dororejo. Sedangkan nilai indeks CVI kategori rendah ada di desa Kalikalong, Dororejo, Jepatlor, Keboromo, Tunggulsari dan sebagian Margomulyo. Persepsi stakeholders masyarakat berdasarkan kategori pendidikan maupun pekerjaan terhadap pengelolaan mangrove di Kecamatan Tayu Kabupaten Pati secara umum cukup, baik dari segi pemahaman keberadaan mangrove, pengetahuan adanya Perda, maupun perilaku keseharian dalam menjaga kelestarian mangrove. Berdasarkan analisis SWOT (0,095 ; 0,224) dengan kondisi berada di kuadran I, rumusan strategi pengelolaan lingkungan mangrove dengan nilai tertinggi adalah menjalin kerjasama dengan pelaku industri/ LSM untuk pengelolaan kawasan mangrove, dengan mengakses dana CSR (Corporate Social Responsibility). These changes also reduce the physical function of mangroves as coastal protectors from waves, so that the beach will be vulnerable to waves and unable to function as a buffer. The purpose of this study was to determine the condition of mangroves and their living environment, assessing coastal vulnerability (CVI), knowing community perceptions and formulating mangrove management strategies on the coastline. This research is a case study, using descriptive analysis with qualitative and quantitative approaches. The results show that the area of mangrove land in the Tayu Subdistrict of Pati Regency has increased by 20.17 hectares over for 5 years (2014-2019) until 2019 the land area will be 54.35 hectares. Only 2 species of mangrove were found, namely Brayo (Avicennia marina) and Mangrove (Rhizophora mucronata) which were replanted. Avicennia marina types predominate in mangrove lands with the highest importance value index in all categories. The mangrove diversity index value in the Tayu subdistrict is in a low category, with the condition of the mangrove density at the tree level in Keboromo village and part of Dororejo in the good category, while others in the rare/damaged category are in Jepatkidul and part of Dororejo. The condition of mangroves at juvenile level in all locations was good, while at the seedling level, mangrove was good only in Dororejo village, while others were rare/damaged. The physical parameters of the mangrove environment show that it is still in the proper category for the growth and development of mangroves. The average temperature in the range 27.83-29.15 ° C. The degree of acidity (pH) of water in the range of 7.65-7.73, soil pH ranges from 6.47-6.77. The Salinity of water in the range of 34.33-35.53 ppt, and dissolved oxygen in the range of 5.07- 5.42 mg / L. The value of Coastal Vulnerability Index (CVI) along the coast of Tayu sub-district, produces 2 classes, namely high and low classes. High-clas CVI is around the villages of Jepatkidul, Sambiroto, and parts of Dororejo. While the CVI index value in the low category is in the villages of Kalikalong, Dororejo, Jepatlor, Keboromo, Tunggulsari, and parts of Margomulyo. Communit stakeholders' perceptions based on education and work categories on mangrove management in Tayu Subdistrict Pati, in general, are sufficient, both in terms of understanding the existence of mangroves, knowledge of the existence of local regulations, as well as daily behavior in maintaining mangrove conservation. Based on the SWOT analysis (0.095; 0.224) with the condition in quadrant I, the formulation of the mangrove environmental management strategy with the highest value is establishing cooperation with industry / NGOs to manage mangrove areas, by accessing CSR (Corporate Social Responsibility) funds.
