STRATEGI PENYEDIAAN AIR BERSIH TERHADAP KESIAPAN SUMBER DAYA AIR DI PERUMAHAN PUCANG GADING

Abstract

Komplek Perumahan Pucang Gading merupakan wilayah dalam Kelurahan Batursari, Kecamatan Mranggen, Kabupaten Demak, Provinsi Jawa Tengah. Sistem pelayanan air bersih dari PDAM untuk Perumahan Pucang Gading memanfaatkan sumber air baku dari Instalasi Pengolahan Air (IPA) Waru dan Sumur Dalam yang memiliki total debit produksi sebesar 57,49 liter/detik. Hasil produksi dari sumber air tersebut didistribusikan untuk wilayah Pucang Gading sebesar 45,58 liter/detik. Jumlah sambungan rumah (SR) di wilayah Pucang Gading saat ini sebanyak 3.374 SR dengan total pemakaian air sebesar 34.465 m3 atau sebesar 14,25 liter/detik pada Tahun 2018.Melihat selisih debit produksi air yang dialirkan dan jumlah layanan atau pemakaian air bersih yang terjual, terdapat kehilangan air di wilayah Pucang Gading sebesar 43,24 liter/detik atau sebesar 75,21 %.Dalam penelitian ini akan dilakukan analisis permasalahan ketersediaan sumber air baku dan kondisi pelayanan air bersih PDAM Kabupaten Demak Unit Mranggen dan kesiapan penyediaan air minum di Kabupaten Demak khususnya di wilayah Perumahan Pucang Gading berdasarkan Peraturan Bupati Demak Nomor 20 Tahun 2014 Tentang Rencana Induk Sistem Penyediaan Air Minum Kabupaten Demak sampai dengan tahun 2028. Hasil penelitian menunjukkan bahwa kebutuhan total air bersih eksisting tahun 2019 sebesar 29,28 liter/detik, sehingga masih terdapat kekurangan 15,03 liter/detik. Proyeksi kebutuhan air bersih rata-rata di wilayah penelitian pada tahun 2030 sebesar 33,62 liter/detik dengan persentase pelayanan mencapai 100 %. Hal tersebut menunjukkan bahwa sumber air baku masih mencukupi hingga tahun 2030. Penelitian ini menggunakan metode analisis SWOT yaitu mendeskripsikan faktor-faktor internal dan eksternal yang mempengaruhi tingkat pelayanan air bersih PDAM Kabupaten Demak dari ditinjau dari aspek hukum, aspek teknis, aspek kelembagaan, dan aspek social sehingga di dapatkan strategi peningkatan pelayanan sebagai kekuatan dan peluang perusahaan. The clean water service system from the PDAM for Pucang Gading Housing utilizes raw water sources from the Water Treatment Plant (WTP) Waru and Deep Well which has a total production flow of 57.49 liters / second. Production results from the water source are distributed to the Pucang Gading area of 45.58 liters / second. The number of house connections (SR) in the Pucang Gading area is currently 3,374 SR with a total water use of 34,465 m3 or 14.25 liters / second in 2018. Looking at the difference in the flow of water production and the number of services or use of clean water that is flowing sold, there was a loss of water in the Pucang Gading area of 43.24 liters / second or 75.21%. In this study an analysis will be made of the problem of availability of raw water sources and the condition of clean water service in the PDAM of Demak Regency, Mranggen Unit and the readiness of drinking water supply in Demak Regency, especially in the area of Pucang Gading Housing based on Regent Regulation of Demak Number 20 of 2014 concerning the Master Plan for Drinking Water Supply System Demak Regency until 2028. The results showed that the total need for clean water in 2019 was 29.28 liters / second, so there was still a shortage of 15.03 liters / second. Projection of average clean water needs in the study area in 2030 is 33.62 liters / second with a service percentage reaching 100%. This shows that the raw water source is still sufficient until 2030. This study uses the SWOT analysis method that describes the internal and external factors that influence the level of clean water service in PDAM Demak Regency from the legal, technical, institutional, and aspects aspects. social so as to get a strategy to improve service as a strength and opportunity for the company.
