Abstract

Banjir pasang di Kota Pekalongan telah menyebabkan genangan air sepanjang tahun di beberapa tempat yang di antaranya adalah pemukiman masyarakat. Upaya relokasi masyarakat terdampak banjir pasang sangat sulit dilakukan salah satunyakarenafaktor keterikatan adat-istiadat serta budaya masyarkat dengan tempat tinggalnya. Kesiapsiagaan masyarakat sebagai salah satu langkah untuk merespon banjir pasang secaraefektif sanagat diperlukan oleh masayarakat terdampak. Penelitian ini memetakan dan mempelajari karakteristik area genangan banjir pasangdi pesisir Kota Pekalongan untuk mengetahui Indeks kesiapsiagan masyarakat terdampak. Pemetaan area genangan banjir pasangdilakukan dengan metode pemetaan partisipatifyang melibatkan masyarakat dan pemerintah daerah. Hasil pemetaan partisipatif tersebut kemdian dikombinasikan dengan data penggunaan lahan hasilObject Based Image Analysis (OBIA)dan data hasil survei infrastruktur terdampak, kemudian analisis spasial dilakukan menggunakan pendekatanSistem Informasi Geografi.Kesiapsiagaan masyarakat terdampak ditentukan menggunakan data hasil interview yang menggunkan pendekatan kuisioner di mana hasilnya disajikan dalam Indeks Kesiapsiagaan.Karakteristik banjir pasang dianalisa menggunakan hasil integrasi data curah hujan dan data pasang surut air laut.Berdasarkan hasil penelitian luas area genangan banjir pasang ±1631.54 ha atau 36% dari luas Kota Pekalongan dengan rincianarea pemukiman 12,14%, pekarangan 5,43%, sawah 2,42%, dan tambak16,8%.Hasil perhitungan indeks kesiapsiagaanmenunjukkan bahwa pesisir Kota Pekalongan masuk dalam tiga kelas Indeks kesiapsiagaan yakni “kurang siap”, “hampir siap” dan “siap”. Pola adaptasi kesiapsiagaan masyarakat pesisir Kota Pekalongan terhadapbanjir pasang untuk mempertahankan kehidupannya (sustainability) dalam kajian antropologi lingkungan dapat dijelaskan sebagaiEnvironmental Determinism. Kata kunci: pemetaan partisipatif, banjir pasang, penggunan lahan, kesiapsiagaan, antropologi lingkungan. Tidal floodin Pekalongan City has caused permanent standing water on land including residental area. Relocation efforts of affected people are very difficult due to cutural bounding between the community with the areawhere they live. Community preparedness as a step that allows the community to respond the tidal flooding effectively so they can recover faster when a tidal flood occurs. This study determinesthe tidal flood inundation area using participatory mapping method, examines the characteristics of tidal flooding using integration of rainfall and tide dataand land use of affectedfrom Object Based Image Analysis (OBIA) geographic information system,and aslo investigates affected infrastructures through field survey. The results of spatial analysis and tidal flood characteristics are integrated with the community preparedness index to determines the pattern of community adaptation response in terms of environmental anthropology. The results of the study shows that the area of tidal flood inundation approximately 1631.54 ha or 36% of the area of Pekalongan City consist of residential area12.14%, yard 5.43%, rice field 2.42%, and ponds 16.8%. Various public facilities affected by tidal flooding are schools, health facilities, roads, drainage and irrigation. The results of the calculation of the coastal preparedness index in Pekalongan City as an adaptation to tidal flooding are categorized into three indexes of preparedness, "unprepared", "almost ready" and "ready". The adaptation pattern can be explained as Environmental Determinism,an environmental phenomena thatproduceof a culture as a manifestation of community adaptation to tidal floods to maintain their lives (sustainability).
