Abstract
Pengolahan lumpur IPAL industri tekstil, saat ini belum dapat memberikan nilai tambah, karena belum dimanfaatkan. Melalui PP.No.110 tahun 2014, pemerintah mendorong upaya pemanfaatan limbah B3 untuk didaur ulang sebagai subtitusi bahan baku atau sebagai sumber energi terbarukan dengan mempertimbangkan kemampuan teknologi, kelayakan lingkungan, dan kelayakan ekonomi sehingga memberikan nilai tambah bagi masyarakat serta perkembangan ilmu dan teknologi. Di sisi lain, eksploitasi lahan sebagai bahan baku bata berpotensi menimbulkan kerusakan lingkungan yang serius. Kompleksitas masalah tersebut memerlukan pendekatan co-benefit untuk menilai kelayakan teknis dan kelayakan lingkungan serta manfaat tambahan bagi masyarakat dan lingkungan dalam kegiatan pemanfaatan lumpur IPAL industri tekstil sebagai bahan campuran bata Kelayakan lingkungan dilakukan dengan uji TCLP pada bahan baku tanah, lumpur IPAL dan produk bata. Uji Toksisitas akut LD 50 dilakukan pada produk bata dengan campuran lumpur IPAL. Kelayakan teknis dilakukan dengan menguji kualitas bata sesuai SNI bata pejal untuk pasangan dinding. Penilaian Co-Benefit menggunakan indikator Draft Manual Evaluasi Pendekatan Co-Benefits untuk Perubahan Iklim yang dimodifikasi sesuai dengan permasalahan pada pemanfaatan limbah B3, dengan tingkat kesulitan Tier 1 dan Tier 2. Hasil Penelitian membuktikan uji toksisitas pada bahan baku dan produk bata bata dengan campuran sampai dengan 60 % lumpur IPAL, memenuhi persyaratan TCLP dan LD.50 menurut PP.No. 110 tahun 2014. Uji kualitas batu bata pada pengunaan 40 % dan 60 % campuran lumpur IPAL memenuhi syarat kualitas bata merah pejal untuk pasangan dinding (SNI 15-2094-2000). Analisis Co-benefits memberikan gambaran bahwa pemanfaatan lumpur IPAL sebagai bahan campuran bata, memberikan keuntungan secara ekonomis dengan mengurangi biaya pengolahan lumpur hingga 45,7 %, dan menurunkan biaya produksi batu bata sebesar 14,07 %. Keuntungan lain bagi lingkungan dan masyarakat adalah terhindarnya pencemaran lingkungan dari limbah B3, menurunkan laju kerusakan lingkungan, serta mengurangi resiko kerugian akibat pengalihan fungsi lahan. Bagi pemerintah, memudahkan dalam pengawasan dan pembinaan, sehingga dapat mendorong peningkatan perekonomian masyarakat. Through Government Regulation No.110 year 2014, government encourages efforts to use hazardous waste, for reuse as a subtitute raw materials or renewable energy source, consider technological capabilities, environmental feasibility and economic viability. The other side, exploitation of soil as raw material for bricks, potential to causing seriously environment decay. Complexity of these problems requires a co-benefit approach to assess the technical feasibility and environmental feasibility as well as additional benefits for the community and the environment, to utilization of wastewater treatment sludge as a brick material. Environmental feasibility was carried out by TCLP testing on raw materials soil, WWTP sludge and brick products. The Lethal Dead (LD) 50 acute toxicity test was carried out on brick product. Technical feasibility was carried out by testing the quality of brick products in accordance with Indonesian National standard for solid bricks. To assess Co-Benefit used Manual Draft for Quantitative Evaluation of the Co-Benefits Approach to Climate Change indicator which was modified according to the problems using hazardous waste, with the difficulty level Tier 1 and Tier 2. The results prove the toxicity test on raw materials and brick products with mixture of sludge WWTP up to 60% , still meets the requirements of TCLP and LD.50 according to Government Regulation No. 110 year 2014. The quality test of bricks, that use of 40% and 60 % WWTP sludge mixture still meets Indonesian National Standard for solid bricks (SNI 15-2094-2000). Co-benefit analysis shows that utilization WWTP sludge as a brick mixtures, provides economic benefits, reducing sludge treatment costs up to 45.7%, and reducing bricks production costs up to 14.07%. Additional benefits for the environment and the community are preventing pollution of hazardous waste and reducing the rate of environmental decay. For the government, it will easier to conduct supervision and guidance, so that it will encourage effort to improve the community’s economy. Keywords : Co benefits, Textile Waste Sludge, WWTP Bricks
