Abstract
The spearhead of the implementation of Indonesia's regional defense is the Territorial Development Program (Binter), which is carried out by territorial units. To achieve national goals and reduce relations with the civilians and police officers, the TNI-people's strategic communication is needed in Binter. This study aims to uncover the antecedents of the strategic communication of the TNI-people in Binter, which are related to cultural awareness, perceptions of military superior leadership, and organizational commitment. The research method used is quantitative, with research instruments are Cultural Awareness Scale (24 items; α = 0.938); The TNI-Civilians Strategic Communication Scale (20 items; α = 0.942); Scale of Organizational Commitment (18 items; α = 0.865); and Perception Scale on Military Leadership Style (12 items; α = 0.882). The subjects of this study were 209 Babinsa at Kodim 0716 / Demak (aged 30- 50 y.o). Data analysis was performed with Partial Least Square (PLS). The results of this study explain that the antecedents of TNI-civilian's strategic communication in Binter are cultural awareness (tstat = 5.538, p <0.05); perceptions of military leadership (tstat = 3.541, p <0.05), and organizational commitment (tstat = 4.578, p <0.05). In addition, the indirect effect between perceptions of military superior leadership, organizational commitment, and TNI-Rakyat strategic communication in Binter (tstat = 3.202, p <0.05). Based on this, the structural model of strategic communication between the TNI and the civilian in Binter was obtained and revealed there was a mediating function of the variable organizational commitment in relation to perceptions of the leadership of military style with the TNI-civilian strategic communication in Binter. In addition, continuing commitment in military organizations was also a concern and further discussion in this study.
