Abstract

The Mount Merapi eruption in 2010 led to the destruction of several areas especially in DI Yogyakarta Province. Kepuharjo Village in Cangkringan Subdistrict of DI Yogyakarta Province was the most affected area by the eruption of Mount Merapi. The Ministry of Public Works through the Rekompak Working Unit supported the rehabilitation and reconstruction program, involving the local government and the community, prepared the post-disaster resettlement process. The determination of the post-disaster resettlement site is one of the important elements of the resettlement process so that the community has the rights to choose their resettlement site. The government facilitated the process of the determination by giving several alternatives of the post-disaster resettlement site and assisting the process. In fact, most of the Kepuharjo Village community chose Pagerjurang resettlement site because the proximity and land status. However, the community preferences did not consider the other aspects of the post-disaster resettlement site selection. Therefore, an evaluation on the process of the resettlement site selection needs to be conducted based on standard procedure and criteria for post-disaster resettlement site selection. This evaluation was done by comparing the standard procedures and criterias for post-disaster resettlement with its implementation. Qualitative research method is applied in this evaluation research to identify not only the implementation of procedure and criteria used, but also the decisionmaking process in the process of determination of resettlement site. The data were collected from the literatures, regulations, interview, and some supportive documents. The evaluation of the post-disaster resettlement site selection process had three main results. The first result is the standard and criteria of the post-disaster resettlement site selection process that consist of four steps: identification, assessment, publication, and management and the development step which described in some criterias based on the physical, socio-cultural, and economic aspects. This standard was used as tool for the evaluation process. The second result showed the directly-involved and indirectly involved actors. The last result showed that most of the implementation of the process is appropriate with the standard procedure and criteria. The less appropriate and not appropriate remark mostly found in the management and development step. The possible improvement of the post-disaster resettlement site selection process can be achieved by clear regulatory framework and thoroughly monitoring and evaluation.
