Abstract

Nurse as professionals are not yet had award. Currently, there are still many nurses working as volunteers or without payment. Voluntary nurses working at Kefemenanu Hospital do not get a salary; instead, they get money from the services they provide, which is very small and below the regional minimum wage. Stakeholders in the TTU District have the authority in making decisions regarding the status of voluntary nurses at Kefamenanu regional hospital. All stakeholders have committed themselves to resolve the status of voluntary nurses at this time. A solution is made that voluntary nurses who fulfill specific requirements will be recruited to work as regional contract workers. This study aimed to determine the views of the stakeholders on the professionalism of nurses working as voluntary nurses. This was a qualitative study with a descriptive phenomenological approach. The subject were purposively recruited and involved vice-regent, head of the health office, chair of commission III, director of Kefamenanu hospital, head of the medical and nursing division, vice-chair 1 of PPNI, and head of hospital units/rooms, and three voluntary nurses as the triangulation participants. Data were collected through semi-structured in-depth interviews and analyzed using the Colaizzi model. This study showed six themes, i.e., (1) the meaning of nurses as professionals, (2) nurses have an important role in hospitals, (3) commitment of stakeholders to nurses, (4) regulation of stakeholders regarding voluntary nurses, (5) solutions for solving the problem of voluntary nurses, and (6) recruitment of voluntary nurses to be contract workers. This study concluded that the stakeholders would recruit voluntary nurses to become regional contract workers and will no longer accept voluntary nurses in the hospital.
