PENERAPAN PIRAMIDA OHS HOLCIM DITINJAU DARI PERMENAKER NO.PER.05/MEN/1996 DI PT. SEMEN CIBINONG Tbk.PABRIK CILACAP

Abstract

Pelaksanaan k3 merupakan indikator tingkat kesejahteraan tenaga kerja yang berkorelasi langsung dengan kualitas tenaga kerja dan pertumbuhan ekonomi. Penerapan dan pencapaian tujuan dan target k3 di PT. Semen Cibinong Tbk. Pabrik Cilacap dinyatakan dengan adanya Piramida OHS Holcim. Penelitian ini bertujuan untuk mengetahui gambaran penerapan Piramida OHS Holcim di PT. Semen Cibinong Tbk. Pabrik Cilacap ditinjau dari Permenaker No.Per.05/MEN/1996. Penelitian ini termasuk pada penelitian kualitatif. Data primer diperoleh dari wawancara dan observasi. Validasi data dilakukan dengan teknik triangulasi data. Komitmen dan kebijakan k3, perencanaan pemenuhan kebijakan, tujuan dan sasaran penetapan k3, penerapan kebijakan k3, pengukuran dan pengevaluasian kinerja k3, peninjauan ulang dan peningkatan pelaksanaan k3 di PT. Semen Cibinong Tbk. Pabrik Cilacap telah sesuai dengan Permenaker No.PER.05/MEN/1996. Sedangkan untuk penerapan Piramida OHS Holcim belum mencapai green pyramid, dari 19 blok Pramida baru 5 blok yang sudah menjadi green pyramid selebihnya masih yellow pyramid namun sudah tidak terdapat blok piramid yang berwarna merah. PT Semen Cibinong Tbk. Pabrik Cilacap hendaknya selalu meningkatkan kinerja k3 perusahaan dengan menjadikan k3 sebagai budaya dan tanggung jawab masing-masing orang yang ada di tempat kerja. OF CILACAP FACTORY The occupational health and safety implementation is the indicator of the workers prosperity. This has a direct correlation with the quality of workers and also the economic growth. The implementation and the achievement of occupational health and safety's goal and targets in Cibinong Cement Ltd. Of Cilacap Factory are explained in OHS Holcim Pyramid. This research was aimed to describe the implementation of ohs holcim pyramid in Cibinong Cement Ltd. Of Cilacap Factory reviewed from the Ministrial of Manpower Regulation No.Per.05/MEN/1996. This research is a qualitatif research. Data is collected from interview and observation. Data is validated with three angular technique. The results of this researchis that the occupational health and safety policy and commitment, the policy fulfillment design, the setting of occupational health and safety's gola and target, the implementation of occupational policy, the measurement and evaluation of occupational and safety's work, the review of occupatinal health and safety policy and the increase occupational health and safety implementation in Cibinong Cement Ltd. Of Cilacap Factory is appropriate with the Ministrial of Manpower Regulation No.PER.05/MEN/1996. While the implementation of OHS Holcim Pyramid has not reach the green pyramid. From 19 blocks of pyramid, there were only 5 blocks that have become green pyramid while the less is still in the yellow pyramid although there are no more blocks under the red pyramid. It suggested that Cibinong Cement Ltd. Of Cilacap Factory should always increase the occupational health and safety by making occupational health and safety as a culture and responsibility of each person in the work place.
