Abstract
Terlampauinya baku mutu e-coli dan total coliform pada air sumur dan air baku PDAM di Kota Surabaya merupakan sebagai indikator telah terjadinya kontaminasi feses terhadap kedua sumber air tersebut. Hal ini disebabkan oleh penggunaanjamban yang tidak memenuhi standar kesehatan dan pembuangan limbah tinja secara langsung ke sumber air, sehingga perlu dilakukan evaluasi, pengembangan dan perumusan strategi serta kebijakan lanjutan terhadap pengelolaan limbah tinja. Lokasi penelitian berada di wilayah Surabaya Utaradengan melakukan wawancara terstruktur dan pengumpulan data kepada 252 KK dan lembagapengelola limbah tinja. Analisa data menggunakan analisis deskriptif terhadap aspek regulasi, kelembagaan, teknis, finansial dan peran serta masyarakat. Dari hasil penelitian,diketahui belum terdapat regulasi yang mengatur tentang pengelolaan limbah tinja sehingga tingkat peran serta masyarakat dalam mengelola limbah tinjanya sangat rendah (28%).Berdasarkan analisa SWOT terhadap strategi dan kebijakan lanjutan yang dapat dilakukan dalam usaha peningkatan kualitas pengelolaan limbah tinja adalah : (1)Penegakan Peraturan Daerah Nomor 02 Tahun 2014 tentang Penyelenggaraan Ketertiban Umum dan Ketentraman Masyarakat; (2) pendanaan kegiatan pengelolaan limbah tinja dari APBN, DAK Bidang Sanitasi dan Corporate Social Responsibility; (3) Peningkatan kepedulian masyarakat melalui program Sanitasi total berbasis masyarakat dan universal access; dan (4) Pelaksanaan Layanan Lumpur Tinja Terjadwal (LLTT) sebagai salah satu pengembangan program pengelolaan limbah tinja. Kata Kunci : Tinja, Pengelolaan Limbah Tinja, Layanan Lumpur Tinja Terjadwal Exceeding the quality standards of e-coli and total coliform in well water and raw water of PDAMs in the city of Surabaya indicate that stool contamination has occurred in the two water sources. This is caused by the use of latrines that do not meet health standards and the disposal of sewage directly into water sources, so it is necessary to evaluate, develop and formulate strategies and follow-up policies on the management of sewage. The research location is in the North Surabaya area by conducting structured interviews and collecting data on 252 families and faecal waste management institutions. Data analysis uses descriptive analysis of regulatory, institutional, technical, financial and community participation aspects. From the results of the study, it is known that there are no regulations governing the management of fecal waste so that the level of community participation in managing waste is very low (28%). Based on the SWOT analysis of the strategies and follow-up policies that can be carried out in an effort to improve the quality of sewage management, they are: (1) Enforcement of Regional Regulation No. 02 of 2014 concerning the Implementation of Public Order and Peace of Society; (2) funding of fecal waste management activities from the APBN, DAK for Sanitation and Corporate Social Responsibility; (3) Increasing public awareness through a community-based total sanitation program and universal access; and (4) Implementation of Scheduled Fecal Mud Services (LLTT) as one of the development programs for municipal fecal waste.
