ANALISIS PENERAPAN EMERGENCY PREPAREDNESS AND RESPONSE BERDASARKAN MODIFIKASI SNI-19-14001-2005 DI PT. X

Abstract

Tuntutan konsumen internasional akan industri yang memperhatikan faktor keselamatan dan kesehatan kerja semakin meningkat. Salah satunya adalah tuntutan mengenai emergency preparedness and response. Oleh karenanya, industri harus menerapkan peraturan yang berkaitan dengan hal tersebut. Tujuan penelitian ini adalah untuk menganalisis penerapan Emergency Preparedness and Response di PT. X berdasarkan Modifikasi SNI-19-14001-2005. Metode yang digunakan adalah penelitian deskriptif dengan pendekatan pustaka dan observasional. Subjek penelitian ini adalah Ketua Kesekretariatan ISO, Management Representative, Wakil Manajer Fire and Safety Department, Wakil Ketua Security, daan Poliklinik, serta dilakukan cross check terhadap 50 orang tenaga kerja yang dipilih secara acak yang mewakili setiap departemen. Analisis data dilakukan dengan metode kualitatif, yaitu melalui content analysis. Hasil penelitian ini menunjukkan bahwa risiko bahaya yang ada di PT. X tidak hanya berasal dari bahan baku yang mudah terbakar, tetapi juga berasal dari unit pendukung produksi dan kondisi lingkungan sekitar perusahaan. Komitmen perusahaan terhadap Emergency Preparedness and Response sudah baik. PT. X sudah memiliki tim tanggap darurat. Belum dilakukan penilaian risiko. Sarana penanggulangan keadaan darurat belum lengkap. Sistem komunikasi keadaan darurat sudah tersedia. Prosedur Kesiagaan dan Tanggap Darurat di PT. X sudah dibedakan berdasarkan jenis bahaya. Pelatihan tanggap darurat hanya difokuskan untuk personil tim tanggap darurat. Inspeksi dan audit telah berjalan. Sistem investigasi dan pelaporan telah diatur. Evaluasi prosedur belum berjalan dengan baik. Perbandingan Emergency Preparedness and Response yang ada di PT. X dengan Modifikassi SNI-19-14001-2005 menunjukkan sebanyak 38 poin (71,7%) telah sesuai dan 15 poin (28,3%) yang belum sesuai. Sedangkan jika Emergency Preparedness and Response di PT. X dibandingkan dengan SNI-19-14001-2005, tanpa adanya modifikasi, diperoleh hasil yaitu sebanyak 9 poin (75%) telah sesuai dan 3 poin (25%) yang belum sesuai. PT. X harus melakukan tindakan konkrit untuk melengkapi penerapan prosedur emergency preparedness and response sesuai dengan modifikasi SNI-19-14001-2005. X The worldwide consumers demand about the industry that concern in occupational health and safety is increasing more than ever. One of its demands is about emergency preparedness and response. Based on that fact, industrial world should implement that aspect include in their industrial policy. The goal of this research is analyzing about the implementation of Emergency Preparedness and Response in PT. X based on Modificatin of SNI-19-14001-2005. This research is used descriptive method by bibliographic and observational study. Subject of this research are Head of ISO Department, Management Representative, Vice Manager of Fire and Safety Department, Vice Manager of Security, Polyclinic, and also cross check to 50 employees that choosen by a random sampling that represent each department. The analysis is used qualitative method, i.e. content analysis. The results show that potential hazard in PT. X not only from row material in which flammable, but also from production supporting units and the environmental condition around the company. The emergency preparedness and response commitments are well done. PT. X had emergency response teams. PT. X is not yet doing the risk assessments. Emergency response facilities are not completed. Communication system for emergency is available. Emergency Preparedness and Response procedures are classified based on the type of hazards. Emergency response training is focused only for the emergency response teams. Audit and inspection are doing well. Report and investigation have been arranged. Procedure evaluation is not yet done. PT. was completed 38 points (71,7%) of Modification of SNI-19-14001-2005 standard and 15 points (28,3%) that uncompleted. In the other hand, if The Emergency Preparedness and Response in PT. X is compared only with SNI-19-14001-2005 standard (without modification), the result is 9 points (75%) was completed and 3 points (25%) was uncompleted. PT. X should do some act to complete the implementation of emergency preparedness and response procedures based on modification of SNI-19-144001-2005.
