Abstract
This study aims to determine the distribution of benefits as well as the progressivity of the JKN-KIS Program for Contribution Assistance (PBI) in Semarang City. The JKN-KIS program is a national program that provides guarantees in the form of health protection to meet basic health needs given to every person who has paid contributions or fees paid by the government. The data used in this study are primary data. Data collection is done by using the survey method through a questionnaire distributed to PBIs that are sampled. To deepen the survey, interviews were also conducted with PBI, officers from BPJS Kesehatan, and the Semarang City Health Office to find out the budget allocation for the JKN-KIS program. The sample used was poor people registered as PBI in Tembalang District, Semarang City. The research method used is Benefit Incidence Analysis (BIA). This method shows the distribution of government expenditure into different community groups based on their income, so that they can see the progress in the JKN-KIS program policy given to PBI in Tembalang District. The results of this study indicate that the JKN-KIS Program in Semarang City is a progressive policy. Although the poorest groups did not receive the greatest distribution from the JKN-KIS program for Tembalang District, Semarang, but the benefit concentration curve is above the 45-degree diagonal line, 10 percent of the poorest population receives more than 10 percent of the benefits so that the distribution of benefits absolutely progressive.
