ANALISIS PRIORITAS KEBIJAKAN PENANGANAN KEMACETAN DI JALAN RAYA BOGOR KAWASAN CILILITAN – PEKAYON JAKARTA TIMUR

Abstract

Bogor highway Cililitan - Pekayon area is a gateway that connects the western region of Bekasi, south of Bogor, and the City of Depok which can be used as an alternative way for the city community to go to the City of Jakarta. There are various kinds of activities on this road such as education, trade and industry activities. The importance of Bogor highway Cililitan - Pekayon area for the community, makes this road has complex congestion problems. This Research aims to solve the congestion happened in Bogor Highway Cililitan – Pekayon area. This study uses the Process Hierarchy Analysis (AHP) method to analyze congestion handling policies on Bogor Highway Cililitan - Pekayon Area on 3 different aspects, namely economic aspects, social and cultural aspects and infrastructure aspects. Those whole alternatives would be analyzed by three different type of respondents: Key-person, Bogor Highway Cililitan – Pekayon area User, Residents Around Bogor Highway Cililitan – Pekayon area. Key-person as many as 30 respondents, Bogor Highway Cililitan – Pekayon area User as many as 30 respondents, and Residents Around Bogor Highway Cililitan – Pekayon area as many as 30 respondents. The results showed that the priority policy for overcoming congestion on Bogor Highway Cililitan – Pekayon Area namely the economic aspect is cheap and affordable public transport rates with an inconsistency ratio of 0.00156, social and cultural aspects is changing the behavior of private vehicle users to switch to transportation general with an inconsistency ratio of 0.04, and the infrastructure aspect is the development of SAUM with an inconsistency ratio of 0.0081. The inconsistency ratio value of the three aspects is less than 0.1, that is indicating that the analysis is consistent and acceptable to be a priority in handling congestion Bogor Highway Cililitan – Pekayon Area.
