Abstract

ABSTRAK Suatu sistem penyaluran tenaga listrik pada umumnya terdiri atas empat unsur yaitu pembangkitan, transmisi, distribusi dan pemakaian tenaga listrik. Setelah dibangkitkan dari pembangkit tenaga listrik sebesar 12-20 kV, energi listrik dinaikkan tegangannya menjadi 500 kV di Gardu Induk Tegangan Ekstra Tinggi (GITET) atau 70 kV/150 kV di Gardu Induk Tegangan Tinggi (GITT). Setelah dari Gardu Induk, energi listrik akan disalurkan di saluran transmisi yang kemudian diturunkan tegangannya menjadi 20 kV, dan selanjutnya didistribusikan kepada konsumen. Dalam jaringan tegangan menengah diperlukan suatu keandalan sistem. Keandalan sistem akan menjamin keberlangsungan supply tenaga listrik ke konsumen. Namun ketika supply tenaga listrik harus terputus akibat adanya gangguan, diperlukan suatu peralatan yang dapat memisahkan daerah gangguan yang bertujuan untuk memperkecil daerah pemadaman. Peralatan tersebut biasa disebut dengan peralatan proteksi, karena selain dapat memperkecil daerah pemadaman, peralatan ini juga dapat memutus tenaga listrik secara otomatis ketika terdapat arus gangguan sehingga gangguan tidak akan menyebar dan merusak peralatan di jaringan. Beberapa peralatan dalam sistem proteksi tenaga listrik yaitu PMT 20 KV, Penutup Balik Otomatis (Recloser), Saklar Seksi Otomatis (Sectionalizer), dan FCO (Fuse Cut Out). Untuk meningkatkan efisiensi, beberapa peralatan sistem proteksi dapat dikontrol dari jarak jauh melalui SCADA. Namun di wilayah kerja PT PLN Area Tegal belum semua wilayah menggunakan SCADA. Peran SCADA digantikan oleh REMOCO (Remote Monitoring and Controlling) yang bekerja menggunakan prinsip kerja SMS Gateway menggunakan RTU5011. REMOCO memiliki beberapa kelebihan, yaitu pengoperasiannya lebih mudah karena hanya menggunakan SMS, dan jangkauan sinyalnya lebih luas karena hanya menggunakan sinyal GSM, berb eda halnya dengan SCADA yang menggunakan sinyal GPRS. ABSTRACT A system of electric power distribution generally consists of four elements, namely generation, transmission, distribution and usage of electric power. After generated from a power plant with 12-20 kV, the electrical energy is increased to 500 kV at GITET or 70 kV / 150 kV at GITT. After that, the electrical energy will be lowered to 20 kV in medium voltage network, and then distributed to the consumers. In the medium voltage network required a system reliability. System reliability will ensure the continuity of power supply to the consumers. However, when the power supply has to be interrupted due to interference, an equipment which is required to separate the disturbance area which aims to minimize the blackout area. The equipment is commonly called as protection equipment, because beside it can minimize the blackout area, this equipment can also cut off electricity automatically when there is a short circuit current so the disturbance will not spread and damage the equipment in the network. Some equipment in protection system are Circuit Breaker 20 KV, Recloser, Sectionalizer, and FCO (Fuse Cut Out). To improve efficiency, some protection system equipment can be controlled remotely via SCADA. But in the working area of PT PLN Area Tegal not all regions covered by SCADA. The function of SCADA is replaced by REMOCO (Remote Monitoring and Controlling) which works using the working principle of SMS Gateway using GSM SMS Controller RTU5011. REMOCO has several advantages, including easier operation because it only uses SMS, and the range of the signal is wider because it only uses GSM signals, unlike SCADA that uses GPRS signal.
