Abstract

Analisis Biaya Kegiatan fogging secara swdaya pada Program P2DBD dibutuhkan untuk rencana penentuan tarif guna mengantisipasi apa bila dana program tidak lagi di subsidi oleh pemerintah pusat maupun daerah. Pelayanan fogging membutuhkan biaya yang sangat besar sehingga perlu adanya peran aktif masyarakat didalam mendanai program tersebut. Analisis biaya untuk menentukan biaya satuan (unit cost) yang dapat digunakan sebagai perhitungan dasar untuk penetapan tarif apa bila fogging dilakukan secara swadaya serta untuk perencanaan anggaran dan efisiensi biaya. Dengan melakukan analisis biaya dapat menggambarkan komponen biaya,jumlah out put pelayanan fogging,menghitung total biaya satuan dan memelih tarif swadaya yang rasional. Penelitian ini menggunakan cara observasi, wawancara dalam mendalam dengan menggunakan kuesionar. Hasil perhitungan analisis biaya pelaksanaan fogging secara swadaya adalah sebagai berikut, jumlah rumah tergogging sebanyak 2.792 rumah, unit cost secara murni sebesar Rp. 9.216.023. Apabila apabila dilakukan secara swadaya Rp. 975.596, tarif idial untuk DKS secara murni sebesar Rp.9.216,023. Apabila secara swadaya sebesar Rp. 975.596, beban biaya murni per rumah sebesar Rp. 46.080. Apabila secara swadaya Rp. 4.878. Sekenario tarif fogging secara swadaya dengan interfal 10,20,30 % di Kabupaten Boyolali adalah sebagai berikut. Untuk (Unit Cost + 10 %) Unit cost per fogging sebesar Rp. 1.073.158. Untuk (Unit Cost - 10 %) unit cost per fogging sebesar Rp. 878.038. Untuk (unit cost 20%) Unit cost per fogging sebesar Rp. 1.170.718. Untuk (unit cost + 20 %) unit cost per fogging sebesar Rp. 780.478. Untuk (unit cost +30) unit cost per fogging sebesar Rp. 1.268.277. Untuk (unit cost + 30 ) unit cost per fogging sebesar Rp. 682.91 analisis biaya fogging berdasarkan jarak tempuh, untuk Puskesmas dekat unit cost 1X fongging secara murni besar Rp.8.850.739, secara swadaya sebesar Rp.610.315. untuk Puskesmas sedang unit costnya secara murni sebesar Rp.8.900.739, secara swadaya sebesar Rp.660.316, untuk Puskesmas jauh cost secara murni sebesar Rp.8.950.739, secara swadaya sebesar Rp.710.315. Perhitungan analisis biaya fogging berdasarkan obat yang dipakai, untuk Malathion unit cost 1X fogging secara murni besar Rp.9.202.615, apabila secara swadaya sebesar Rp.962.190, untuk I cont unit costnya secara murni sebesar Rp.9.030.115, apabila secara swadaya sebesar Rp.789.690, untuk Losban unit costnya secara murni sebesar Rp.9.217.615, apabila swadaya sebesar Rp. 977.190. Faktor pendudkung pelaksnaan fogging secara swadaya adalah transportasi yang lancar, SDM yang telah tersedia, Peralatan fogging yang memenuhi syarat, dan tidak adanya tarif pesaing. Faktor penghambat yang ada adalah belum adanya perda, belum adanya mobil roda 4, biaya obat yang mahal, belum adanya organesasi di desa yang menangani pengumpulan biaya fogging. Saran kami membentuk tiam khusus yang menangani pemberantasan DBD secara swadaya dan masih perlu dikaji ATP masyarakat untuk fogging secara swadaya apabila tarif fogging bisa dilakukan. Kata Kunci: Analisis Biaya, Biaya satuan , Tarif. COST ANALYSIS SELF-SUPPORTING FOGGING ACTIVITY ON DENGUE HAEMORAGIC FEVER (DHF) REMOVAL PROGRAM AT BOYOLALI REGENCY YEAR 2002. In implementing Cost Analiysis of self-supporting fogging Activity on P2DBD Program, a chrge determining plan needs to be made, as an anticipation when the fund is no longer subsidized by central or regional government. Fogging service needs a hugh cost, thus society are obligated to take an active role on funding this program. cost analysis is being used to determine unut cost. lt also can be used as baser calculation of determining charge when fogging is held in self-supporting way, and also can be used on planning calculation and castt efficiency. By carrying out the cost analysis, we can describe cost components, number of fogging service output. We are also able to count total unit cost and able to choose a rationally self-supporting charge. This research is held by doing observation, interview by questionnaire. Calculation of fogging self-supporting Cost analysis results as follow : number of fogged house are 2.792 houses, inut cost is Rp. 9.216.023. When it is hend as self-supporting Rp. 975.596, ideal charge for DKS is Rp. 9.216.023. lf the self-supporting charge is Rp. 975.596, cost charge each house is RP. 46.080 lf self-supporting charge is Rp. 4.878, fogging cost scenario with 10,20 and 30 % inverval at Boyolali Regency are as follows :for (unit cost + 10 %) unit cost per fogging is Rp. 1.073.158, (unit cost -10 %) unit cost per fogging is Rp. 878.038, (unit cost + 20%) unit cost per fogging is Rp.1.170.718,(unit cost-20%) unit cost per fogging is Rp.780.478, (unit cost + 30 %) unit cost per fogging is Rp.682.919. Fogging cost analysis was calculated based on distance, on short-distance Public, Health Center, unit cost for one fogging is Rp. 8.850.739, in self -supporting way it will be Rp. 610.315, on middle-distance Public Health Center, the unit cost is Rp. 8.900.739, in self-supporting way it will be Rp. 660.316, on long-distance Public Health Center, the unit cost is Rp. 8.950.739, in self-supporting way it will be Rp.660.316, on long-distance Public-Health Canter, the unit cost is Rp. 8.950 739, in self-supporting way it will be Rp. 710.315. Fogging cost analysis calculated based on involved medicine, for malathion, unit cost for one fonging is Rp. 9.202.615, in self-supporting way it will be Rp. 962.190,for I cont, the unit cost is Rp. 9.030.115, in self-supporting way will be Rp. 789.690, for Losban, pure unit cost is Rp. 9.217.615, in self-supporting way it will be Rp. 977.190. Supporting factors on self-supporting way it implementation are smooth transportation, availability human resources, fulfilled fogging equipment, and unavailability competitor charge. Blocking factors are Blocking factors are existence of regional pollicy, unavailability of four-wheel vehicle, expensive medicine, unavailability organization on village of which handdle the fongging cost. Orur suggestions are DKS needs to found a special team to handle DHF removal in self-supporting way and society's ATP needs to be tested when fogging cost can be held Keyword : Cost Analysis, Cost Unit Charge
