The highway construction works have risk factors that could potentially lead to job delays. Therefore, it needs risk management to control these risk factors, in order to suppress any potential that can cause service providers unable to complete the work in accordance with the execution period listed in the employment contract. This research was carried out in Batang Raya Road Widening Plan for Budget Year 2017 in Central Java Province. This location has character of bad traffic, because it is located in the border of Pekalongan and Batang City. This research identifies the risk of delay in work followed by risk analysis by using Risk Breakdown Structure (RBS) method which then the result was as the basis data in discussing the risk response strategy. In this research, it is found that in the construction of road construction there were 10 (ten) highest order of risk factors causing the delay of work, they are: traffic jam, scarcity of construction materials (such as asphalt, etc), rainfall intensity, mistake in arranging cash-flow from contractor, late delivery of Hotmix raw materials to AMP, late payment due to slow administration of the project, slow land acquisition, lack of manpower, general utilities that interfere the work, and equipment damage. The risk response strategy used was mitigation and avoidance. The mitigation response strategy was used for traffic congestion risk factors, scarcity of construction materials, errors in cash-flow management of contractors, delay in delivery of Hotmix raw materials to AMP, late payments due to slow implementation of project administration, slow land acquisition, lack of manpower, public utilities that interfere the work, equipment damage. Avoidance response strategies were used on rainfall intensity risk factors.
