IMPLEMENTASI PEMBERDAYAAN SUMBER DAYA MANUSIA (SDM) KAUM DIFABEL (Studi Fenomenologi pada kaum difabel di Timor Leste)

Abstract

This research intend to overcome dissable problem in regard of incapability of human resources that still unable them to get jobs as normal people or non dissable people. Economic and basic needs of each family as well as education were encouraged dissable people to become skilled people, but they are facing alots of difficulties to get into the field of jobs. There are some obstacles that caused dissable people such as accessibility, government polacy, family culture, society awarness were exhanged the dissable people mind to do work as normal people or non dissable people. The purpose of this research is to analyze the extent to which the efforts of the Government and NGOs in conducting empowerment to the disabled in Timor-Leste, which can be seen from the side of the disabled, disabled Leadership competencies, Authority diffable, responsibility disabled disabled and confidence. This research is used qualitative method with fenomenology approach. As sample in this research are the Directorate of Dissable People of Social Ministry of Timor Leste, Directorate of Raes Hadomi Timor-Oan, East Timor Blind Union Directorate, Ahisaun Organization, Becora Village Chief, represented by 1 person and 5 other from dissable side (blind and footless ).
