Public procurement by Government Agencies is an important element of the Indonesian economy. It is not only for smooth operations of governmental agencies and departments, but also utilized as a tool for promoting and sustaining economic growth and socioeconomic development. In Indonesia, public procurement is responsible to use the product which has been marked with Indonesia National Standard (abbreviated SNI). This is clearly stated in the regulation about public procurement. Implementation the SNI in public procurement also related to competition in terms of product from abroad. Unfortunately, the implementation of the regulation has not been evaluated. Based on this condition, this study tries to evaluate the public procurement in compliance with SNI using SWOT analysis and then, develop a strategic approach to improve the compliance. This study use framework which consists of perceived national readiness (macro level), perceived industry readiness (meso level), organizational readiness (micro level), and environmental pressure as a framework for SWOT analysis.
