Abstract

Bisnis telekomunikasi saat ini mengalami perubahan yang sangat cepat, baik dari sisi teknologi, regulasi, pasar ataupun persaingan. Untuk mengantisipasi perubahan – perubahan tersebut, PT Telkom selaku operator milik pemerintah (incumbent operator) melakukan berbagai langkah strategis untuk mengamankan sustainability sekaligus memperkokoh daya saingnya. Beberapa langkah strategis yang telah dilakukan PT Telkom yaitu merumuskan kembali visi, misi, dan strateginya. Mengikuti perubahan visi, misi, dan strategi, maka perubahan sistem pengukuran kinerja menjadi sesuatu yang sangat penting artinya, karena penilaian kinerja merupakan alat untuk memonitor perjalanan organisasi guna merealisasikan visi dan misinya. Dalam penelitian ini, penyusun merancang sistem pengukuran kinerja dengan menggunakan metode performance prism pada PT. Telkom Kandatel Bogor. Perancangan sistem pengukuran kinerja dengan performance prism dimulai dari tahap identifikasi kebutuhan dan kontribusi stakeholder, tahap identifikasi strategi, proses, dan kapabilitas, tahap identifikasi KPI, tahap pembobotan KPI dengan analytical hierarchy process (AHP), tahap pencapaian target kinerja dengan objective matrix (OMAX), dan tahap perhitungan nilai performansi. Setelah menghitung bobot KPI dan nilai performansi, dilakukan simulasi untuk mengetahui kriteria dan elemen apa saja yang mendapat prioritas perbaikan. Dalam penelitian ini, penyusun juga memberikan usulan rekomendasi perbaikan yang dapat dilakukan untuk meningkatkan kinerja PT. Telkom Kandatel Bogor. Kata kunci : Pengukuran Kinerja, Performance Prism, AHP, OMAX Telecommuniction business has changed very rapidly, either from technological aspect, regulation, market and competition. To anticipate those changes, PT. Telkom as one of the telecommunication business player and incumbent operator, has responded by reformulating its vision, mission and strategy. Following that, it is necessary to the organization to change its performance measurement system, because performance measurement system is important tool for organization to monitor achievement of its vision and mission. On this research, researcher designed performance measurement system using performance prism method at PT. Telkom Kandatel Bogor. Designing performance measurement system using performance prism method was started by identifying stakeholder satisfaction and contribution, identifying strategies, process and capabilities, identifying Key Performance Indicators (KPI), weighting KPI using analytical hierarchy process (AHP), measuring performance target using objective matrix (OMAX), and calculating performance rate. After calculating KPI’s weight and performance rate, simulation was done to find out which criterias and elements that would become enhancement priorities. On this research, researcher had also proposed enhancement recommendation to enhance PT. Telkom Kandatel Bogor’s performance. Keywords : Performance measurement, Performance Prism, AHP, OMAX
