Implementasi Kebijakan Kegiatan Pertambangan Emas Tanpa Izin di Kabupaten Murung Raya, Provinsi Kalimantan Tengah Oleh : Leon Laki 1,Kismartini 2,Ida Hayu Dwimawanti 3 Leon_politizer@yahoo.com Magister Ilmu AdministrasiPublik Fakultas Ilmu Sosial dan Ilmu Politik Universitas Diponegoro 2015 ABSTRACT THE POLICY IMPLEMENTATION ON ILLEGAL GOLD MINING ACTIVITIES IN MURUNG RAYA REGENCY, CENTRAL BORNEO PROVINCE The Regional Regulation Number 29 Year 2010 on the Management of Mineral and Coal Mining is one of the policies made by the Government of Murung Raya Regency to regulate activities in the mining sector as the basis for the management and exploitation of potential mineral and coal are independent, reliable, transparent, competitive, efficient, and environmentally sound. The research focus here is to know how the implementation of the Regional Regulation Number 29 Year 2010 on illegal mining activities, especially in the group of metalic mineral (gold) and any factors that supporting and inhibiting seen from five variables: Content, Context, Commitment, Capacity, Client and Coalitions. The method used here is the method of Qualitative research to describe the facts in the field. The techniques of data collection such as interviews, observation and documentation. In addition the data analysis techniques such as data reduction, data presentation and conclusion. Since the beginning of the implementation of the Regional Regulation Number 29 Year 2010 hasn’t yet show the maximum results despite efforts socializations, warnings and prohibitions of illegal mining, this is evidenced by the illegal gold mining activities still operated of carried out by the people and consequently impact on environmental degradation around the mine site. Various attempts have been made by Murung Regency’s Department of Mines and Energy in particular tackling illegal mining activities but have not found a concrete solution so that need for more innovative alternative solutions as compensation for banning illegal mining activities. An example here is divert it to the other business sectors such as rubber and palm oil plantations, animal husbandry and fishery based farmer groups and serve as the Regional Enterprises so that people not back for mining.
