Abstract
Indonesian incapability to provide adequate air navigation services according to Article 28 Chicago Convention 1944 is the main reason why Riau Islands airspace has been controlled by Singapore FIR since 1946. Indonesian realignment effort by improving its air navigation services has given the impact of significant improvement of the services level above global average during audit by ICAO in 2017. Nevertheless, Riau Islands airspace is still controlled by Singapore FIR until 2018. Besides, control of Singapore FIR on the airspace affected Indonesian sovereignty that lead to material losses. Through the phenomenon, role identity and international norm become the affecting elements. The compliance of Indonesia and Singapore toward international norm that related to the airspace problem, i.e. ICAO, along with the role identity of both states in the scope of ICAO itself have given the impact of both states view toward the airspace problem. Role identity and norm in the scope of ICAO generate the shared understandings that lead to shared interests so that become the reason why Singapore is still controlling Riau Islands airspace.
