MODEL PENGEMBANGAN WILAYAH BERBASIS PERTANIAN DI KABUPATEN OGAN KOMERING ULU TIMUR PASCA PEMEKARAN

Abstract

The development paradigm in Indonesia has transformed from the centralistic model to the decentralist development system since legalized of UU No.22 Year 1999 and UU No.25 Year 1999 had been revised by UU No.32 and 33 Year 2004 about power sharing and financial sharing, that concern on potency and locally initiative (Arsyad, 1999: 119). This phenomenon had been followed by the regional blooming and development process that according to the PP No.29 Year 2000. The bloomed regency had to be a survive region that can prove the acceleration of development compared to the blooming process before.
