Abstract
Disaster management is one of the government's efforts to protect the comunity from the danger of disaster. An emergency response phase is an activity undertaken during a disaster to reduce its negative impact. Landslide became one of the most frequent disasters in Semarang regency which is important to be solved for to creating public security. This research will further discuss about the implementation of disaster management policy at the stage of emergency response of landslide disaster in in Regional Disaster Management Agency Semarang Regency. This research used qualitative method of descriptive type. The purpose of this study is to see how the implementation of disaster management policies in the emergency response phase of landslide disaster that depart from the phenomenon of research on the stage of emergency response, and describe the factors that are considered to influence the implementation of policies according to Van Meter and Van Horn theory. The results of the research indicate that the implementation of the policy is running well, although there are still public complaints regarding the delay of emergency response team arrival because the community does not understand about the flow of emergency service delivery. The supporting factors in this policy are related to standards and targets in the relations between relevant institutions. Factors considered to be inhibiting the implementation of disaster management policies are misunderstanding of the flow of aid and socialization, resources, political conditions, social conditions and bureaucratic structures. Recommendations resulting from this research are; The Government is more active in disseminating policies; addition of human resources and supporting facilities; multiply the DESTANA program (Desa Tangguh Bencana) and advise villages to set aside special village funds for disaster.
