PROSES PERUBAHAN HAK GUNA BANGUNAN MENJADI HAK MILIK UNTUK RUMAH TINGGAL DI KANTOR PERTANAHAN KABUPATEN PURWOREJO

Abstract

Humans have a variety of different needs ranging from board, clothing, and food. Land has a very important role in life of Indonesian society. Property is the right to land have full status and have strong legal certainty compared to other land rights. Whereas if one only has the status of Building Use Rights for his residence without any right in full over the land he fears are felt less by the public which is to ensure legal certainty over the land which is inherited. Goals in writing of this Final Project is to know the process of change of Hak Guna Building becomes the Property Right for Resident in Land Office Purworejo District. What are the obstacles and how to overcome obstacles that occurred in the Land Office of Purworejo Regency. The data collection method used in the authors for complete the Final Project by interviewing the resource person from the Office Land of Purworejo Regency where the author conducted the research. The results showed that the reality of the field a lot people who are not aware of the change of Building Use Rights into Ownership, people do not understand how the implementation process and how to take care of it, especially the National Land Agency is lacking conducting socialization that governs the challenge of land rights change. In the process of land rights change, the public is not yet well informed about the process of changing their right to land there is taking care of themselves and there are ones using the services of the Land Deed Authority (PPAT). The community did the change of rights from Hak Guna Bangunan to Ownership on their land because of the public has begun to recognize that it is important the status of property rights for the home living with strong legal certainty. And should be an official authorized to socialize to the public the importance of change the right to land, especially to change or to increase the status of its rights Property status.
